Job Summary
The Company
Echelon Data Centres was established in 2017 by the main principal of Aldgate Developments a leading commercial property developer and owner of major commercial office buildings in Central London and Dublin. The objective was to develop operate and own a network of large-scale responsibly designed and sustainably powered data centre campuses to meet the rapidly expanding global demand for hyperscale data processing and storage solutions.
Echelon currently has multiple data centre facilities either operational or in development across Ireland the United Kingdom and Spain with a combined capacity of approximately 1.25GW. The recent acquisition of a prime 37-acre site in Italy marks the next phase of Echelons expansion into Continental Europe.
The organisation continues to grow its presence as a key provider of hyperscale infrastructure with a strong emphasis on sustainability innovation and operational excellence.
The Role
The EHS Campus Manager provides strategic leadership governance and assurance across all campus construction activities. This role is accountable for driving a high-performing EHS culture ensuring compliance with statutory and company standards and proactively managing risk across multiple projects and stakeholders.
The role is construction-focused with defined support at key construction-to-operations interfaces. It does not assume operational EHS ownership.
The EHS Campus Manager holds authority to challenge intervene stop work and escalate where EHS risks are not effectively controlled.
Key Responsibilities
Campus EHS Leadership & Governance
Lead EHS strategy and implementation across all campus construction activities
Ensure consistent application of company standards across all contractors and work fronts
Act as the primary EHS interface between Echelon clients and contractors
Drive a visible proactive and high-performance EHS culture across the campus
Provide independent EHS assurance and escalate emerging risks to senior leadership
Lead the preparation of weekly and monthly EHS reports providing clear insight into trends risks and required actions
Ensure effective communication and alignment across all projects and stakeholders
Provide regular (including daily where required) updates to Project Directors on contractor EHS performance compliance and emerging risks
Construction & Contractor Oversight
Provide independent oversight and assurance of PSCS / Principal Contractor performance
Review and challenge EHS plans safe systems of work and high-risk activity controls
Monitor contractor performance against KPIs and address underperformance
Oversee coordination of works and interfaces ensuring risks are effectively managed
Participate in site walks inspections and PSDP-led activities providing expert EHS input
High-Risk Activities & Data Centre Environment
Provide oversight of high-risk activities including:
Energisation and commissioning
High voltage (HV) systems
SIMOPS in live environments
Lifting Operations
Work at Height
Excavations
Human machine interface
Ensure robust controls are in place for complex construction and live interface risks
Operations Interface
Provide EHS input at key construction-to-operations interfaces
Support handover readiness including Safety File completion
Participate in operational walkdowns where required
Ensure risks associated with SIMOPS and live environments are effectively controlled
Incident Management & Learning
Ensure timely reporting and escalation of incidents and near misses
Oversee high-potential incident investigations
Ensure robust root cause analysis and implementation of corrective and preventative actions
Drive sharing and embedding of lessons learned across the campus
Monitor trends and implement proactive risk reduction measures
Planning Risk & Continuous Improvement
Provide strategic EHS input into campus planning sequencing and risk management as a client representative
Review and challenge contractor planning methodologies and sequencing to ensure risks are identified and effectively controlled
Identify emerging risks and ensure appropriate controls are implemented by contractors
Support and drive EHS initiatives campaigns and safety improvement plans across the campus where required
Lead and drive Safety Observation Reporting (SOR) programmes and proactive safety engagement across the campus ensuring strong participation in EHS walks inspections and meetings and embedding a positive reporting-led safety culture
Use data trends and insights to drive continuous improvement
Assurance Audits & Compliance
Lead and support audits inspections and EHS assurance activities
Support client investor and regulatory audits
Ensure all documentation and systems are compliant and audit-ready
Track manage and close out actions within agreed timeframes
Skills & Competencies
Strong leadership and stakeholder engagement skills
Extensive technical EHS experience within construction and high-risk environments
Proven ability in risk management and strategic planning
Experience in governance assurance and compliance frameworks
Strong incident investigation and root cause analysis capability
Ability to challenge and influence contractors and senior stakeholders
Excellent communication and coordination skills
Commitment to continuous improvement and safety culture development
