Job Title: Business Analyst -15 Years exp

Location: Austin Tx (Onsite)

We are currently seeking candidates who meet the following qualification

• Gather analyze and document business and user requirements processes and system needs to enhance or automate existing solutions
• Translate business requirements into well-defined user stories with clear acceptance criteria
• Perform quality assurance (QA) of user stories ensuring completeness accuracy and inclusion of functional and non-functional requirements
• Analyze program policies and procedures to evaluate their impact on automated systems and functional areas
• Provide advanced business analysis and QA consultation for complex projects initiatives and assignments
• Collaborate with stakeholders and end users to elicit requirements validate solutions and ensure optimal user experience
• Lead and actively participate in Agile ceremonies including sprint planning backlog refinement daily stand-ups and retrospectives
• Facilitate refinement sessions and contribute to sprint planning and delivery commitments
• Develop review and execute test cases; support manual testing and ensure system functionality and compliance
• Manage and process change requests ensuring alignment with project scope and objectives
• Review and contribute to project deliverables such as project charters project plans test plans and risk management documentation
• Troubleshoot system issues perform root cause analysis and recommend effective solutions
• Identify opportunities for business process improvement through automation and assist in developing proposals for new systems
• Coordinate with vendors and contractors to deliver projects and service requests; define assign and evaluate their work
• Maintain strong vendor relationships review technology value and approve invoices for services and deliverables
• Plan develop and deliver training materials and conduct training sessions for internal and external users
• Provide QA oversight and ensure adherence to best practices across projects and initiatives
• Ensure compliance with organizational policies standards and procedures
• Utilize tools such as Azure DevOps Jira or similar platforms for backlog management tracking and reporting
• Work independently with minimal supervision exercising strong judgment and initiative
• Experience with licensing systems especially within state regulatory or government environments
• Strong understanding of license lifecycle processes including application issuance renewal and compliance
• Prior experience working with Texas Department of Agriculture (TDA) systems or similar government platforms
