Taproot Community Support Services Children in Care (CIC) homes / services offer:

Agency supported foster care is provided under a contract or agreement for the placement of a child/youth in a family setting outside the birth or adoptive family home. This care is provided to a child/youth who has been removed from the home and placed within a family setting temporarily until the child/youth can be reunified with the family or until it has been determined that another family-type setting or living environment is in the best interest of the child/youth. Agency supported foster care is comprehensive and establishes a system of supports and services for the child/youth the family of origin and the foster family. Programs assist foster families to recognize their strengths and abilities to effect change for the child/youth and family in order to establish stability in the life of the child/youth.

Our Specialized contracted caregiver programs provide trauma-informed treatment and services in a safe supportive 24-hour setting to children/youth for whom there are documented reports of abuse maltreatment and/or behavioral health needs and who cannot safely live in a family setting within the community.

These programs are time limited with goals for reunification with the family of the child/youth or placement within another family setting or other community placement with an emphasis toward permanency.

The Position

The program manager provides operational and administrative direction for the development implementation and day-to-day management of the program in this CARF-accredited agency. This position provides leadership in the delivery of person served care with a focus on individualization and integration of services. The role is responsible for administration financial employee and community relations and care delivery outcomes. The program manager participates in agency decision making and is the primary liaison with the contracting body.

The Quality Analyst (QA) oversees contracted caregivers who under an agreement with Taproot share their home or are contracted to work in a Taproot Leased resource with Children and Youth in care. The QA recruits screens and selects caregivers based on an established criteria. Also assists current caregivers in planning for transitions monitors the service and provides quality assurance to funders families and the agency. Also completes other office-related duties including data entry filing etc.

Scheduling and Travel Requirements:
One (1) temporary full-time position available
40 hours per week with a flexible weekday day shift schedule (0900-1700) to meet the operational needs of the contracted providers.
Requires the full ability to perform on-call duties.
Will require that the position be based at the Taproot Community Support Services program office in Surrey BC (relocating to Langley in July)
Ability to travel to areas in the Surrey Langley Fraser Valley and Vancouver regions as needed
Duration is dependant on incumbent with an estimated end date of January 2027.

In Your Role You Will

Recruit screen hire supervise and evaluate performance of program staff; coordinate work allocation training and problem resolution; motivate employees to peak performance and productivity; take disciplinary action when required.
Ensure the program and staff comply with policies procedures and values of the agency and use best practices when supporting persons served.
Establish and maintain a program structure and staffing to effectively accomplish the agencys goals and objectives; coordinate and oversee the recruitment employment training supervision evaluation and discipline of staff and termination as required.
Coach and mentor staff and lead and participate in team building activities.
Ensure the program complies with any applicable collective agreement; facilitate on site grievance meetings.
Develop and maintain program standards and procedures that comply with provincial and agency policies regulations standards and guidelines; establish and coordinate outcome evaluation quality improvement and safety protocols and procedures.
Establish and implement short and long term goals objectives and operating procedures; monitor and evaluate program effectiveness; effect changes required for improvement.
Contribute to developing agency policies and procedures by participating in agency planning policy-making and other committees.
Develop and manage annual program budget and perform periodic cost and productivity analyses.
Produce program occupancy annual and other reports as required.
Advocate effectively for service recipients.
Represent the program and/or agency at various interagency forums as well as to the media government agencies families/caregivers funding bodies and/or the general public/local community; network with other agencies organizations individuals and community groups for the benefit of the service recipients and program including participation on community boards committees and professional groups.
Participate in staff meetings and case conferences as required.
Ensure physical environment is maintained according to established standards and procedures required inspections are completed and any required follow-up is done.
Ensure staff utilize practices that promote the health welfare safety and security of service recipients and staff.
Support menus and food plans that meet established nutritional standards both on and off-site.
Comply with and utilize appropriate crisis prevention and intervention standards and practices.
Ensure staff who dispense medication to service recipients receive appropriate training and that all medication is dispensed according to the guidelines established by the Medication Safety and Advisory Committee.
Operate motor vehicles safely and legally while transporting service recipients or on Taproot business.
Provide on-call and emergency coverage on pager or cell.
Develop and implement competency based training and coordinates professional supports for the contracted caregivers.
Provide regularly scheduled and/or unannounced monitoring visits to homes.
Work with case management teams to develop and implement comprehensive transition plans that ensure individuals are successful transitioning into new homes; transitioning from children to adult services and transitions related to discharge.
Assist caregivers to develop emergency response safety and contingency planning.
Utilize standardized assessment and monitoring instruments to ensure continuity of procedures and consistency in follow up.
Conduct home studies as required.
Review recommendations and required action plans with contracted caregivers.
Write incident reports as required.
Ensure all caregiver locations are operating in conformance with CARF/COA standards and legislated requirements.
Maintain current contact notes and program reports.
Liaise with funders families and community agencies.
Attend and provides information at multidisciplinary case management meetings as required
Provide crisis intervention services as needed
Participate in the quality improvement and risk management committees

As An Ideal Candidate You Possess

A degree in one of the humanities social sciences or related field with educational preparation for the roles of manager and administrator.
Minimum of three years in a similar facility or program with at least one year in a supervisory or management role.
Must have specific experience with financial and human resource management.
Current WCB Occupational First Aid Level 1 and CPR certificates required.
Experience with basic sign language and/or alternative communication strategies training or experience an asset.
Valid Class 5 Drivers License and clean drivers abstract
Reliable safe vehicle with appropriate insurance
Preference for candidates that have successfully completed the SAFE Home study course*

Other Requirements:
Must be able to pass screening by Licensing Board and be approved as PIC (Person in Charge)
Successful criminal record/vulnerable sector check.
Successful candidate must sign an oath of confidentiality a conflict-of-interest statement abuse protocols and a code of ethics statement

**Successful applicants will be required to participate in MCFD screening prior to confirmed employment with Taproot Community Support Services.**
