Job Summary
Mission: The Link works with youth and young families to overcome the impacts of poverty and social injustice. Our 23 programs provide supportive housing intensive case management services and skills development to youth at risk of or experiencing homelessness sex trafficking and/or involvement in the juvenile justice system. The Link prides itself on its innovative youth-centered strengths-based programming for youth and families as well as programs that are co-designed implemented and overseen by youth.
Position Specifics
- Hiring Salary Range: $$63270-$73530/a year based on qualifications
- Job Type: Full-Time Exempt
- Location: Apple Valley MN
- Hours/Days: Mon-Fri 9:00-5:00
- Note: This position requires driving. To be able to drive on behalf of The Link candidates must have a valid drivers license have a safe and reliable vehicle be able to successfully clear a criminal and motor vehicle background check and maintain personal insurance at the levels of $100000 Bodily Injury/Per Person and $300000 Bodily Injury/Per Accident. Job offer is contingent on having these requirements.
BASIC FUNCTION
This position is responsible for the overall staff and program management of The Links Cairn Programs providing permanent supportive housing in the Suburban Metro Area Continuum of Care. The Program Manager ensures efficient operation of programming that is consistent with The Links mission goals and objectives and funding addition the manager directly supervises SMAC Supportive Housing staff.
ESSENTIAL FUNCTIONS
- Oversee and manage the staffing and program requirements of The Links SMAC Cairn Permanent Supportive Housing Programs (HUD SHP)
- Provide oversight and supervision to case managers and housing coordinator to assess and support individual client as well as community and program needs.
- Provides oversight and supervision to Individualized Service Plans to support goal progress and client participation and engagement
- Participate in the development and implementation of strategic planning for the agency
- Support and provide training to staff on various models of service implementation in a scattered site setting including Positive Youth Development RRH harm reduction trauma informed care etc.
- Ensure program is in compliance with funding requirements and manage the various administrative and financial components to the program
- Writes reports and compiles statistics for funders and other key stakeholders in a complete accurate and timely manner
- Assess research and implement program improvement and expansion
- Develops efficiency standards for the program
- Ensures that the program operates within budget guidelines
- Maintains a work environment that attracts keeps and motivates a diverse workforce of top-quality people
- Creates and maintains community relations appropriate to the fulfillment of agency priorities and objectives
- Develops collaborations and referral process for services beyond the scope of The Link
- Arranges and participates in speaking engagements
- Participates in committees as appointed internally and in the community

- Experience with office equipment such as photocopier fax scanner etc.
- Reliable vehicle (with current insurance at the levels required by the Link) and ability to pass a criminal background and driving history check
QUALIFICATIONS
- BA degree in related field or 4 years of experience working with young people who have experienced homelessness
- Experience in management or supervision of HUD or other housing programs preferably in the Dakota Washington Scott Carver and Anoka counties
- Experience working with young people who have barriers to housing and stability
- Experience providing services to young people experiencing homelessness in suburban/rural communities
- Case Management planning oversight and supervision
- Experience with HMIS
- Experience with HUD grant management preferred
- Experience in working with clients who have been homeless and have other housing barriers
- Experience supervising employees is preferred
WORKING CONDITIONS
- The employee is regularly required to talk or hear
- The employee is frequently required to use manual dexterity for use of objects tools or controls as well as visual acuity
- The employee is required to stand walk; sit; climb or balance; and stoop kneel crouch or crawl
- The employee must lift and/or move up to 20 pounds
- Work environment for this position includes offices common and residential space with a low to high noise level
