POSITION SUMMARY:

The Assistant Director of Human Resources will be responsible for supporting and co-managing the entire employee life-cycle including recruitment onboarding off boarding retention and staff engagement. Works directly with principals and other leaders to develop and follow a recruiting and screening process that is both effective and supports the school divisions strategic plan. Supports staff professional development and onboarding needs in collaboration with instructional leadership

QUALIFICATIONS:

  1. Effectively demonstrates the ability to perform the essential functions and possesses a combination of education training and/or experience as follows:

  • A minimum of three years of successful leadership experience with increasing responsibilities; experience supervising others; familiarity with school human resources operations.

    • Graduate of an accredited college/university with a degree in Human Resources Public Administration Business Administration or related discipline. Masters Degree required.

  • Classroom instructional experience in a content area preferred.

  1. Knowledge of:
  • Best practices in human resources to improve the quality of instruction through effective staff recruitment selection development and retention.
  • Principles and practices of organization administration and human resource management including supervision recruiting training and performance evaluation.
  • Applicable federal state and local laws procedures and regulations applicable to human resources in public schools.
  • Data evaluation practices related to quantitative and qualitative analysis and reporting.
  1. Ability to:
  • Support the operations and activities related to human resources.
  • Use data to analyze problems identify alternative solutions project consequences of proposed actions and implement recommendations in support of organizational strategic goals and the challenges of human resources.
  • Coach principals and other leaders in best practices for staff recruitment and retention.
  • Work collaboratively with others to support school division objectives and strategic planning.
  1. SHRM Certified Professional (SHRM-CP) SHRM Senior Certified Professional (SHRM-SCP) Senior Professional in Human Resources (SPHR) Professional in Human Resources (PHR) certification or Post-Graduate Professional certification (teaching license) in the Commonwealth of Virginia preferred.
  2. Bilingualism (Spanish/English) is a plus.
  3. Experience working directly with individuals and families from diverse racial ethnic and socioeconomic backgrounds.
  4. Familiarity with equity and inclusion frameworks. Models non-discriminatory practices in all activities. Respects the worth dignity and individual differences of others.
  5. Excellent written and verbal communication skills and the ability to present to diverse audiences to foster professional relationships and express and/or exchange ideas.
  6. Excellent interpersonal skills.
  7. Proficiency in the use of a variety of office/instructional equipment and technology with experience using Microsoft Office Google Workspace and email.
  8. Demonstrated leadership qualities and personal characteristics necessary for working effectively with students teachers administrators and the community.

ESSENTIAL FUNCTIONS:

  1. Partner with the Executive Director to coordinate and facilitate the recruitment of all school staff establishing recruitment campaigns to build pipelines of interested candidates for open positions.
  2. Actively builds professional relationships with colleges universities technical schools and community partners in support of recruitment efforts for vacant positions.
  3. Supports student teacher placement system and develops new opportunities to enhance the program.
  4. Attends and coordinates staff attendance at local and regional recruitment fairs. Attends other recruitment opportunities that are identified as strategic recruitment opportunities.
  5. Manages hiring processes and makes offer calls for non-leadership staff across the division.
  6. Effectively collaborates with college and/or university educational placement offices and other school divisions to promote positive in/external organizational relations.
  7. Assists with the recruitment and retention of qualified substitute personnel while making recommendations for enhancing these systems.
  8. Collaborates with principals and other leaders to identify ways to support the school divisions strategic plan through staff recruitment and retention.
  9. Fosters maintains positive relationships and supports building staff to enhance retention efforts.
  10. Collaborates with the Executive Director to develop structures that support and enhance the candidate selection process. This includes but is not limited to creating training materials for hiring committees and interview questions and recommending best practices to promote consistent practice across the organization.
  11. Supports the HR team in efficiently administering supervising and interpreting license regulations and procedures; and occasionally notifies professional personnel of licensure renewal.
  12. Assists in implementing and refining staff onboarding/offboarding processes and communication. Conducts stay and exit interviews to gather data and recommend staff retention strategies.
  13. Ensures compliance with employment benefits insurance safety and other laws regulations and requirements.
  14. Supports process of internal personnel transfers.
  15. Assists with the development and implementation of the new teacher induction program.
  16. Reports on the status of programs and services at the request of the HR Executive Director.
  17. Support Executive Director in preparing and submitting annual reports to meet the Virginia Department of Education reporting requirements.
  18. Occasional support of necessary compliance investigations including Title IX and breaches of policy and supporting admin in corrective conversations.
  19. Stays informed of current Human Resource trends and programs for public schools in Virginia.
  20. Attends appropriate regional state and national conferences in the interest of improving human resources practices.
  21. Remains current with all local state and federal laws policies and regulations that impact the school division.
  22. Attends school board meetings and provides reports on the status of programs and services in areas of primary functions as requested.
  23. Takes all industry standard precautions to protect students staff equipment materials and facilities.
  24. Maintains appropriate state licensure; assumes responsibility for and participates in staff development (professional growth) and training to keep materials supplies and skills up-to-date.
  25. Follows appropriate safety procedures and properly maintains equipment.
  26. Actively participates in and attends all required meetings.
  27. Maintains confidentiality when appropriate.
  28. Complies with and supports school division policies regulations procedures and the HCPS Strategic Plan.
  29. Effectively performs other duties as assigned by the immediate supervisor.

PHYSICAL DEMANDS / WORK ENVIRONMENT:

Light work lifting up to 25 pounds occasionally and/or up to 10 pounds frequently. Regular travel throughout the school and effectively interact with students staff and community members. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data determining the accuracy and thoroughness of work and observing general surroundings and activities; and subject to inside and outside environmental conditions. Occasional travel with students on field trips as necessary. Attendance at evening and weekend student or staff activities Parent Teacher Organization meetings and other functions as required. Regular contact with staff members and parents/guardians is required. Not substantially exposed to adverse environmental conditions.
