What will you dointhis position

Under the direct supervision of the SO 2 manager (WFP iCSP Strategic Outcome 2: Food systems actors and crisis-affected communities in Ukraine contribute to and benefit from the inclusive economic recovery and restoration of food systems in support of livelihoods food and nutrition needs by 2027.) and with technical guidance provided by the Head of Programme and in close collaboration with field offices the incumbent will take a lead role in assessing and designing the viability of livelihoods / resilience activities as well as support WFPs work on access to markets and value chain development in the oblasts where WFP operates. The incumbent will be a member of a cross-functional team responsible for the coordination of WFPs food systems operations. The incumbent will be responsible for management of iCSP Activity 3 (Provide support including direct assistance capacity strengthening policy development and assets recovery/creation to enhance the livelihoods of food systems actors and crisis-affected communities) and will contribute to design livelihoods and food systems activities also in areas where WFP is implementing land rehabilitation activities through mine action. The job requires supporting field offices and communities in designing livelihood-building activities and assessing the viability of access-to markets and income-generating opportunities that will arise from the consultation with local government and communities. The incumbent is expected to travel to field locations and provide guidance to field staff as needed. Based on the context the incumbent will also support the engagement with employment training centers for re-skilling opportunities. The position will be based in Kyiv with field travels.

The war in Ukraine has had drastic consequences both for people inside the country and for those around the world who depend on its food supplies. The war has caused immense suffering for civilians displaced families and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe and almost 3.6million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting many families in the east and south of Ukraine do not have reliable access to nutritious food.

WFP uses a combination of food and cashassistanceto support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022 WFP has distributed food and cashassistanceequivalent to 3.7billion meals to people displaced and affected by the war.

How can you make a difference

At this level job holders are expected to use initiative and knowledge within an area of expertise to independently respond to queries with general guidance. There is a requirement to use judgment in dealing with unforeseen problems daily. Job holders are expected to manage resources and coach and coordinate a team of support staff.

Main responsibilities include (not all-inclusive within delegated authority and may be revised as per the evolving needs of the operations):

  • Support the design and implementation of food systems and livelihoods activities ensuring close coordination with field office staff. This includes enhancing the capacity of cooperating partners as necessary.
  • Support cooperating partners and field staff in conducting community based participatory planning exercises to identify entry points for livelihoods and community cooperation mechanisms.
  • Provide support in developing matching grant schemes business coaching/mentoring programs and innovative asset-management schemes to bolster livelihoods and access to market opportunities also looking at innovative business models for community-based cooperation.
  • Enhance capacity of cooperating partners and teams in aspects related to assessing the socio-economic feasibility of livelihoods and business-development ideas and projects.
  • Engage with local authorities communities and the private sector to assess the opportunities to implement public and/or public-private rural recovery programs.
  • Perform Market System and Value Chain Analysis to provide a holistic overview of the structural weaknesses and opportunities for WFP in Ukraine to strengthening the local food system.
  • Support the implementation of WFPs Local and Regional Food Procurement Policy and procurement opportunities from small-scale farmers.
  • Contribute to the development of best practices in the areas of value chain upgrading and capacity strengthening to the food processing industry and market systems development.
  • Develop and foster internal and external partnerships and enhance the linkages between WFP and relevant local government agribusinesses farmers and food processors.
  • Performing other duties as assigned as per the needs of the operations.

To join us in saving lives changing lives you will have:

Education: Advanced university degree in Agribusiness Business Development Food Systems Economics or other relevant disciplines or a First University degree with additional years of related work experience and/or training courses.

Experience: Minimum of two (2) years of relevant postgraduate professional experience Working in humanitarian or development assistance or similar field is an asset.

Knowledge & Skills:

  • Solid knowledge and understanding of the Ukrainian rural dynamics and agriculture.
  • Experience in design/implementing livelihoods rural development programs and access to markets initiatives.
  • It is desirable to have experience in public affairs or agriculture development related sectors; Implementation and monitoring of rural projects and supporting farmers and rural communities in community cooperation for accessing better markets and improving their livelihoods. Experience working with financial development institutions is an asset.
  • Experience working in the United Nations IFI or with NGOs is an asset.

Language: Fluency (level C) in both in Englishand Ukrainianlanguages.
