Job Summary

Information Management Technical Officer will be part of the MEAL Department and closely works with all Programme and if relevant support units in area office as well as Country Office MEAL team to manage data support with reporting requirements and enhance data driven and evidence-based programming.

The IM Technical Officer supports the implementation and quality assurance of NRCs IM system at Area Office (AO) level.
The role ensures that data collection databases dashboards and programmatic digital systems are effectively implemented maintained and used to improve programme quality accountability and evidence-based decision-making.
Generic Responsibilities
- Support the implementation and daily management of IM systems and databases.
- Provide technical troubleshooting and improvements for digital platforms and dashboards.
- Ensure compliance with NRCs information security and data protection policies.
- Support integration of IM/Digital systems with MEAL Community Feedback Mechanisms (CFM) and programme tools.
- Build capacity of NRC staff and partners on IM/Digital practices.
- Ensure quality accuracy and timely flow of information for reporting and decision-making.
- Compliance and adherence to NRC policies guidance and procedures and a specific responsibility for the IM/Digital policies and procedures.
Specific Responsibilities
- Lead the design testing and deployment of digital data collection tools (Kobo).
- Manage and maintain AO-level databases ensuring data consistency disaggregation and proper backups.
- Conduct quality assurance of programme data (cleaning validation coding error checks).
- Produce and update dashboards maps and infographics in PowerBI ArcGIS or other systems.
- Support programme teams with digital beneficiary registration and verification (e.g. RedRose BuildingBlocks).
- Contribute to donor reporting by preparing data summaries and beneficiary statistics.
- Train NRC and partner staff on survey tools data management and data protection.
- Liaise with AO programme managers and CC Specialists to adapt IM/Digital solutions to project needs.
- Document lessons learned and propose improvements to IM/Digital practices.
- Carry out any other tasks relevant to the function and the position as delegated by the line manager.
Qualifications
Generic Professional Competencies
- 1 to 2 years experience in MEAL data management systems administration design and development preferably in humanitarian context.
- Bachelors degree or diploma in Social Sciences Statistics Information Technology Information Management Computer Science or related field preferred
- Strong database management and Excel skills
- Experience in contributing to participatory discussions learning workshops and capacity-building activities
- Fluency in spoken and written Ukrainian language working knowledge of English language
Proficiency in Microsoft Office (Word Excel PowerPoint Outlook) is required; experience with Microsoft 365 (SharePoint Teams OneDrive Planner) is an advantage.
Context-Related Skills Knowledge and Experience
- Familiarity with the humanitarian context in Ukraine
- Previous working experience in KOBO ODK or similar mobile data collection tools is highly desired
- Previous working experience in cleaning and analyzing data using Excel or Power BI is highly desired.
- Strong analytical skills with a critical thinking mindset.
- Ability to work under pressure independently and with limited supervision.
