KEY ACCOUNTABILITIES/RESPONSIBILITIES:
At this level job holders are expected to use initiative and knowledge within an area of expertise to independently respond to queries with general guidance. There is a requirement to use judgment in dealing with unforeseen problems daily. Job holders are expected to manage resources and coach and coordinate a team of support staff. Main responsibilities include (not all-inclusive within delegated authority and may be revised as per the evolving needs of the operations):
1. Coordinate and manage Programme activities at field level in line with the Country Office strategy and the practical realities of operating in the field.
2. Supervise day-to-day management and implementation of the Programme including addressing operational issues awareness raising on program objectives and procedures interaction with stakeholders (such as Government departments and WFP NGO partners) and supporting WFP staff in good practice guidelines.
3. Provide technical advice on programmatic issues including assessment design of activities transfer modalities and appropriate food products/kits including the development of strategies to support resilience-busing activities.
4. Ensure the programme remains compliant with all WFP policies and procedures.
5. Develop and maintain WFP operational and strategic partnerships and maintain an active engagement with cooperating partners.
6. Cooperate with Government stakeholders and other partners to identify where food assistance is needed and provide support and technical expertise for the planning formulation and implementation of food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at the regional and national level.
7. In cooperation with stakeholders recommend ways to refine the programme and thereby improve the service offered to beneficiaries and facilitate implementation by WFP.
8. Enhance WFPs leadership status in different forums on subjects related to food security nutrition livelihoods and other related issues through direct participation briefings information products and other materials.
9. Coordinate at the interagency level ensuring WFP representation for the area covered by the AO in coordination meetings interagency assessments etc.
10. Act as a focal point for the Food Security and livelihoods Cluster at the regional level.
11. Ensure field-level monitoring of implementation liaise with the M&E team in the development of operational M&E methodology and formats and oversee the preparation and dissemination of timely field reports for internal use.
12. Support the Country office with the preparation of implementation plans based on needs directly collected by WFP or shared by local authorities and partners.
13. Maintain direct communication with the Head of Programme and Programme team in the Country Office and flag any relevant issue that needs to be addressed at the country level.
14. Complete internal and external reporting obligations (including weekly sub-office sitrep country office-reps donor reports etc).
15. Collaborate with the Security team/ conflict analyst to improve awareness and understanding of events that may have a humanitarian impact. 16. Act as Deputy AO Head and as OiC when the Head is out ensuring day-to-day management of the office activities.
17. Performing other duties as assigned as per the needs of the operations.
DELIVERABLES AT THE END OF THE ASSIGNMENT:
- Management of all operational programmatic activities including capacity development of the local staff
- Effective management of the Field Office in cases of absence of the Head of Office.
- Ensure WFP is represented in relevant inter-agency coordination meetings and with Government counterparts
- Ensure strategic alignment with the CO Program under the ICSP 2025-2027.
- Maintain strong partnerships with CPs and ensure quality of performance.
- Ensure that all processes systems and SoPs are carefully adapted to ensure a decentralized approach.
EDUCATION AND EXPERIENCE:
- Advanced University degree in Political Science International Relation or any food systems related field.
- At least five (5) years of postgraduate professional experience working in humanitarian or development assistance or similar field is an asset.
KEY COMPETENCIES:
- Excellent knowledge of spoken and written English language (English Level C).
- Good computer skills and experience using MS Office package and spreadsheets.
- Strong communication and interpersonal skills.
- Experience working in multi-cultural environment.
- Good analytical skills initiative and independence.
- Willing/able to work in high stress situations.
