Purpose of the Role
The Deputy Head of the Emergency Response Team will support the Head of Unit in the overallmanagement strategy definition and coordination of WFP Ukraines Emergency Response Teamacting as Officer-in-Charge (OIC) as needed
ACCOUNTABILITIES/RESPONSIBILITIES:
Programme Design: Coordinate operational delivery of WFP Ukraines frontline emergencyresponse providing assistance through in-kind food (ready-to-eat rations and food boxes)and cash transfers. This includes the end-to-end programme cycle from modality selectionadapting programme design to evolving frontline dynamics ensuring timely cash transfersand working closely with cooperating partners to implement registration and monthlydistribution.
Strategic Engagement: Support strategic engagement on emergency and social protectionprogramming contributing to the positioning of WFPs response in line with donor prioritiesoperational needs and coordination frameworks and representing the Unit in meetingswith donors government partners financial service providers and coordination bodies suchas the Cash Working Group Social Protection Task Force and FSLC. Contributing toapproaches on deduplication and the positioning on unified cash transfers (UCTs).
Operational Coordination: Coordinate closely with Field Offices to guide geographicprioritization and modality selection ensuring that the response remains aligned withoperational realities. Work with monitoring and assessment teams partners and fieldcolleagues to continuously adapt the response on a monthly basis reflecting marketfunctionality population needs frontline shifts partner feedback and funding constraints.
Support to Team Management: Assist the Head of Unit in managing the Emergency ResponseTeam ensuring effective task allocation open and transparent communication team motivationand alignment with overall unit goals. Provide day-to-day support on HR matters and contribute
to defining roles and individual aspirations. Provide direct supervision to technical leadsresponsible for payments communication with beneficiaries registration and casemanagement for cash and data-related CFM cases issues ensuring strong accountability andeffective delivery across these functions.
Communication to Beneficiaries: Maintain oversight of messaging related to registration cashassistance and deduplication. Ensure that high-level funding and programmatic decisions areeffectively communicated through field offices partners local authorities and appropriate
channels reaching those we serve in a timely and clear manner. Ensure field feedback andmonitoring insights inform programmatic decisions. Strengthen the feedback loop betweenmonitoring findings and field realities to continuously improve programme design andimplementation
DELIVERABLES AT THE END OF THE CONTRACT:
1. Plan for the transition from in-kind to cash-based transfers is developed and implemented in line with the agreed timeline;
2. Ensure the capacity of the field offices staff is enhanced through the training programme developed and delivered;
3. Plan of engagement with ICCG is developed in close cooperation with the Byuidilg Block team.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University Degree in Economics Business Administration and/or Development Studies.
Experience:
- 5 or more years of experience in managing CBT operations including coordinationwith internal and external stakeholders;
- Experience in developing and managing relationships and national capacity buildinginitiatives with UN agencies NGOs private sector and/or government organizations;
- Experience in implementing/setting-up CBT improvement and optimizationinitiatives to achieve cost efficiency improved agility reliability and quality;
- Experience in training and supervising staff.
Knowledge & Skills:
- Strong leadership and team management skills with experience in coordinating diverse teamssupporting HR and task management and fostering an open collaborative work environment.
- Strong problem-solving skills and a proactive results-oriented approach with the ability toidentify operational bottlenecks drive process improvements and translate field realities intoactionable programme decisions.
- Strong analytical and strategic thinking skills with the ability to produce high-quality briefs andreports for senior management and donors.
- Displays ability to translate understanding of programme principles in emergencies andprotracted conflict situations into relevant effective and context specific approaches.
- Ability to manage multiple priorities in high-pressure environments meeting deadlines andmaintaining high-quality outcomes.
- Excellent coordination stakeholder engagement and communication skills with experiencefacilitating collaboration across WFP teams cooperating partners and external communicator able to represent programme interests in inter-agency forums andnavigate complex political and operational dynamics.
- Strong commitment to accountability with in-depth understanding of feedback andcomplaints systems and the ability to ensure timely resolution of issues and integration offeedback into programme design. Well-versed in data protection standards.
Languages: Good working knowledge of English in both oral and written communication.
