Status: Regular Full Time (up to 4 positions available)

Salary Range - Audit Manager: $120401 - $150501 per annum with hire range of $120401 - $135451 per annum (plus comprehensive benefits)

Salary Range - Senior Audit Manager: $139474 - $174342per annum with hire range of $139474 - $156908 per annum (plus comprehensive benefits)

About the Office

The Office of the Auditor General is an independent function that supports Council by providing objective assurance insight and transparency. Through valueformoney (performance) financial (excluding attest) and compliance audits the Office assesses stewardship over public resources strengthens accountability and identifies opportunities to improve effectiveness efficiency and service delivery for the residents we serve.

Position Summary

The Audit Manager and Senior Audit Manager provide leadership in planning executing and reporting on valueformoney (performance) financial (excluding attest) and compliance audits and investigations. Reporting to the Deputy Auditor General these roles oversee audit engagements from planning through reporting ensuring audits are riskbased evidencedriven and aligned with professional standards.

The Manager and Senior Manager focus on delivering highimpact insights that drive systemic improvement strengthen governance and support responsible stewardship of public funds.

Key Responsibilities

Audit Planning & Execution

  • Lead the planning design and delivery of audit engagements including defining audit objectives scope criteria and methodologies.
  • Conduct risk assessments to identify areas of significance public interest and emerging risk.
  • Ensure audit milestones and deliverables align with the approved annual audit plan.

Technical Excellence & Professional Standards

  • Ensure audits are conducted in compliance with the Canadian Standard for Assurance Engagements (CSAE) 3001 Direct Engagements and applicable professional and legislative requirements.
  • Apply sound professional judgment critical thinking and audit methodologies to complex and sensitive matters.

People Leadership & Engagement Management

  • Supervise coach and review the work of audit staff.
  • Assign resources effectively manage timelines and provide clear performance feedback.
  • Foster a culture of integrity continuous learning collaboration and professional excellence.

Analysis Reporting & Impact

  • Review audit evidence working papers and findings to identify control gaps inefficiencies and systemic risks.
  • Develop clear concise and evidencebased audit reports with practical highvalue recommendations.
  • Present audit findings and recommendations to senior management in a clear and credible manner.

Stakeholder Engagement & FollowUp

  • Act as a primary point of contact with auditees throughout the audit lifecycle.
  • Communicate audit objectives findings and recommendations with professionalism and respect.
  • Support followup processes to monitor and assess the implementation of audit recommendations.

Qualifications & Experience

Education

  • Bachelors degree in Accounting Finance Law or a related field.

Experience

  • Audit Manager: Typically 57 years of progressive audit experience including leading audit engagements.
  • Senior Audit Manager: 6 years of progressive audit experience with demonstrated leadership of complex multifaceted audit engagements and teams.
  • Experience in public sector or government auditing including valueformoney (performance) audits is strongly preferred.
  • A satisfactory Level 2 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).

Professional Certifications

  • Certified Professional Accountant (CPA) designation is required.
  • Additional professional credentials are considered assets including:
    • Certified Internal Auditor (CIA)
    • Certified Fraud Examiner (CFE)
    • Certified Information Systems Auditor (CISA)
    • Postgraduate education in Public Policy or a related discipline

  • Strong knowledge of auditing standards risk assessment and audit methodologies.
  • Demonstrated leadership coaching and team management capabilities.
  • Advanced analytical investigative and criticalthinking skills.
  • Excellent written and verbal communication skills with the ability to explain complex findings clearly and constructively.
  • Proven ability to manage multiple assignments deadlines and competing priorities.
  • Demonstrated commitment to integrity independence and ethical conduct.
  • Commitment to diversity equity and inclusion demonstrated through inclusive leadership practices continuous learning and proactive management of bias in audit planning analysis and decisionmaking.
