Purpose:

We are currently recruiting for a Director Project Controls. Our team includes world class experts and dynamic go-getters. This is a full-time position based in Calgary Alberta. The Business Manager (BM) supports the Project/Program Director/Manager or Project/Program VP (generically termed PD) on all levels of Client and Management reporting. Determined by project need (considering project size risk complexity) this position may manage all project services activities to include project controls (cost planning & scheduling) risk management estimating prime contract and supply chain management. As applicable will also manage project finance facility management IT and other business services within the project.

(BM) has an additional direct report into UNCE Regional Business Management Director and interface learning and development with the UNCE Business Management Team.

The specifics of the role as described below will be tailored on a project case by case basis to match the agreed organization structure (including Joint Ventures). The BM is expected to report to the PD and functionally may report to the relevant head of Commercial or Project Controls in the sub-region / location that has leadership accountability for the project delivery.

The BM will ensure all groups under management adhere to and follow all HSE requirements of the project in accordance with Worley standards processes and expectations.

Responsibilities:

Business Management

  • Act as the project teams focal point and expert on the prime contract and commercial basis and advise the project team on all contractual matters supported by off-project expertise including legal where necessary.
  • Responsible for commercial alignment of team from handover to project close-out.
  • Coordinate client and Worley financial reporting cash flow management and forecasting and currency forecasting.
  • Oversee change management process and ensures active pursuit of commercial entitlement.
  • Assists the PD identifying opportunities to extend project work to encompass additional scope.
  • In conjunction with PD serves as focal point to embed within the project claim avoidance techniques and ultimately generate and coordinate claims and disputes.
  • Highlights issues regarding output of deliverables and ensures all contractual obligations are met understood and communicated to the team.
  • Provides support to the PD to help with ad-hoc reports for internal and external reporting.
  • Provides project financial information / management to support Worley rolling forecast and business planning.
  • Establishes the as-sold budgets during handover from Sales as per the signed contract for revenue costs cash flow and contingency.
  • Regularly review project performance against targets for gross margin and cash and identify corrective actions / commercial strategy with the PD to maximise Worley margins and deliver to as-sold cash flow position as a minimum.
  • Contract notices are issued in accordance with the prime contract and construction contractor and supply chain contracts.
  • Coordinate / maintain Delegations of Authority and the gifts and hospitality register.
  • Establish the initial risk register based on the as-sold proposal risk assessment and ensure the risk register is maintained on a monthly basis or as otherwise established by the PD. Ensure appropriate management of contingency drawdown or release of contingency to margin.
  • Identify lessons learnt / improvements to prevent / mitigate potential commercial impacts on future projects.
  • Manage client audits where project contractual terms and conditions mean this apply.
  • Assist the PD on commercial matters in the monthly Worley Project Reviews (WPRs).

Project Controls

  • Provide oversight and guidance on project financial targets to maximize margins.
  • Establish and report performance against client KPIs incentive schemes.
  • Monitor that performance is to required schedule and assist PD in developing recovery / mitigation plans for adverse schedule performance.
  • Work with the PD to ensure final close-out reports are completed to capture metric information including any client closeout metric information.
  • Manage project closeout and archive as per contractual terms and conditions and Worley procedures.
  • Worley-Customer Contract Management
  • Oversee the overall project contractual obligations and coordinate with legal when interpreting commercial compliance and liabilities.
  • Liaise with respective departments to ensure contractual certificates are obtained and are valid to include required letters of credit insurance liability certificates tax certificates and confidentiality agreements.
  • Ensure all necessary insurances guarantees and licenses are in place for in country and out of country work as per the master contract terms and conditions.

Supply Chain Management

  • Assist Supply Chain Management in procurement strategy plans to ensure alignment with the master EPC schedule and contractual flow downs for terms and conditions for vendors.
  • Ensure procurement expenditures align with the clients approved cash flow.
  • Construction Fabrication and Commissioning Sub-contract Management
  • Assist Subcontract Administration/PD in developing subcontracting strategy plans to ensure alignment with the master EPC schedule with Worleys contractual flow-downs for terms and conditions for subcontractors.
  • Ensure subcontract payments align with the clients approved cash flow and type of subcontract (e.g. time & materials unit price fixed price etc).
  • Oversee project controls efforts to establish the clients approved control budget prior to executing each subcontract package.
  • Assist and check that contractual certificates required from sub-contractors are obtained and are valid and that necessary insurances licenses are in place.

Project Accounting

  • Work with finance to facilitate reviewing invoices minimize past due and unbilled amounts while addressing contractual issues and resolving billing disputes in coordination with the PD and legal.
  • Assist and coordinate with accounting & tax Departments to ensure compliance with intercompany work orders.
  • Assist client with tax reconciliation and support with refunds from relevant authorities.
  • Ensure all project contractual/financial instruments are established and closed out as per contractual obligations including for example currency hedging bonds parent company guarantees.

General

  • Serves as focal point for office needs to include management of space allocation and IT requirements for the project for both Worley and Client.
  • Liaison with global mobility to obtain visas work permits and security clearances assignment conditions etc. for out of country work.
  • Assist with logistical issues of offices and infrastructure in a new country or at construction sites.
