About the Role
This role is responsible for leading the end-to-end recruitment compliance function ensuring all hiring activities are legally compliant audit-ready and aligned to both client and business requirements.
The successful candidate will take ownership of recruitment governance policy development and compliance operations while leading and developing a high-performing team. This role plays a critical part in mitigating risk ensuring regulatory adherence and embedding best practices across recruitment processes.
Key Responsibilities
- Lead and manage the Recruitment Compliance team ensuring clear accountability performance standards and ongoing development
- Define and implement KPIs quality standards and performance frameworks aligned to business and recruitment objectives
- Coach and mentor team members to strengthen legislative knowledge compliance decision-making and audit readiness
- Drive continuous learning through structured upskilling initiatives including legislative updates policy training and case-based learning
- Ensure succession planning cross-skilling and knowledge continuity within the compliance function
- Foster a culture of integrity consistency and proactive risk management
- Own and maintain all recruitment compliance policies ensuring alignment with South African labour legislation including BCEA LRA EEA and POPIA
- Establish and manage a formal policy governance framework including regular reviews version control and stakeholder communication
- Translate legislative and regulatory changes into clear operational processes SOPs and recruiter-friendly guidelines
- Act as the escalation point for complex compliance queries and legislative interpretation
- Oversee the full pre-employment screening framework including identity verification qualifications references and criminal or credit checks where applicable
- Ensure all screening practices are legally compliant proportionate and aligned with data privacy requirements
- Manage screening vendors SLAs and quality standards
- Oversee screening adjudication processes including exceptions and escalations
- Own and enforce standards for digital employee file integrity completeness and retention
- Lead audit and quality assurance processes for employee files and recruitment documentation
- Partner with HR Operations and Payroll to address systemic gaps and prevent recurrence
- Design and lead recruitment compliance audit programmes including internal audits client audits and spot checks
- Drive corrective and preventative action plans and ensure timely resolution of findings
- Maintain and manage a recruitment compliance risk register
- Interpret client contractual requirements and embed them into recruitment processes policies and controls
- Act as a senior representative in client governance forums and audits
- Develop and deliver compliance training to internal teams including recruiters and hiring managers
- Maintain a central knowledge base of policies legislative updates and compliance guidance
- Produce and analyse compliance reports and dashboards using insights to drive continuous improvement and risk reduction
- 57 years experience in recruitment compliance HR governance or risk management
- Proven experience leading and developing teams
- Strong knowledge of South African labour legislation impacting recruitment
- Experience developing and managing recruitment or HR policies
- Demonstrated audit and compliance experience in high-volume environments
- Degree or Diploma in HR Law Compliance or a related field
- SABPP registration or membership advantageous
- Experience within BPO GBS or multi-client environments preferred
- Familiarity with ATS and HRIS systems including workflow controls
