You will play a key supporting role in the delivery of high-profile digital infrastructure programmes within the Digital Connectivity Division including Reaching 100% (R100) and Project Gigabit in Scotland (PGiS) broadband programmes.

This role within the Portfolio Management Office (PMO) team will be responsible for providing a broad range of high-quality project programme and portfolio support and functions adding value at all points as well as leading across a range of areas including portfolio governance financial management and continuous improvement activities.

As a senior member of the PMO team you will provide leadership and help set priorities that align with divisional business objectives. You will build and maintain strong credible relationships with key stakeholders across the programmes and the wider Digital Connectivity Division promoting best practice and ensuring consistent delivery.

This role requires strong analytical capability excellent communication and interpersonal skills and the confidence to work proactively in a fastpaced environment.



Responsibilities

Key responsibilities

  • Leading the PMO Governance function which includes:
    • Oversight and continuous improvement of the overall governance structure and supporting divisional management team to enable robust decision making
    • Leading the team in the planning and preparation of the Programme and Portfolio delivery boards providing a high-quality product for Boards providing secretariat function where applicable and ensuring that decisions and actions are progressed appropriately
  • Leading the DivisionalFinancial Management processes including:
    • Overseeing the financial services of the PMO which include working with budget holders to develop robust projections and monitoring spend to inform divisional and corporate finance reporting processes. This includes a lead role in commissions such as spending reviews and year end processes;
    • Leading the monthly Finance Management meeting comprised of senior members of staff;
    • Overseeing investment proposals to ensure appropriate approvals are received for new spend and
    • Acting as an escalation for payment process queries
  • ProvidingPMO leadership to ad-hoc cross-cutting projects ensuring PPM principles are applied;
  • Supporting the PMO Manager in themanagement of contracts ensuring they drive value for money and services are optimised to deliver objectives
  • Oversight ofresource management activities including providing analysis on spend to the Senior Leadership Team when required

This role sits within a flexible B3 cadre able to support and adapt across all aspects of portfolio and programme management. You will also be expected to take on activities such as planning risk and issue management continuous improvement procurement reporting and other PPM tasks (as outlined in Digital Connectivitys PMO Service Provision and PPM Toolkit) providing support across all programmes as required.
