The Data Administration Manager 2 leads a team of data professionals responsible for the design governance and operational management of statewide education data systems with a central focus on producing Ohios Local Report Card for schools and districts. This position oversees the full data lifecycle to ensure accountability data is accurate timely and aligned with state and federal requirements. The Data Administration Manager 2 directs the teams work in developing data standards maintaining metadata and the data dictionary and implementing policies for data systems. The role collaborates with program office leaders IT staff and database administrators to translate legislation into data requirements design data models and structures and support longterm system integration. The data manager provides guidance training and project oversight to staff ensuring highquality analytic work and reliable public reporting that reflects the departments strategic vision.
Duties:
Leads team of information technology professionals to develop publish & enforce policies regarding data collection reporting and analytics for data systems e.g. Education Management Information System (EMIS) that are consistent with departments long term direction monitors long term system integration works in conjunction with program area responsible for developing standards for new & existing data definition (e.g. name length field) reviews new school laws (e.g. laws focused on assigned program office data reporting) and translates to changes in data collection and reporting determines appropriate software selection to maintain data administration standards; designs & developments data warehouses and databases (e.g. ensures effective use of data determines data end user needs where data is stored how current data needs to be what metadata describes data where data elements originate from in systems flow what business transactions cause data to enter system what causes data to be updated); determines how data is accumulated & maintained determines who has access to levels of data; act as lead worker (i.e. provides work direction & training; tracks status of projects) over lower-level data administration managers &/or other information technology personnel.
Assists upper management in developing corporate information strategies; ensures strategies from leadership are implemented; designs develops and oversees the data dictionary (i.e. ensures all items & definitions in data dictionary are documented & cross referenced to other programs &/or data items & updated ensures system definition follows metadata); manages data system reporting collection and validation of school districts accountability and assigned program office data (e.g. EMIS Scholarship System School Foundation System); ensures data is used & maintained in line with vision of department; works with staff in standards area to ensure naming standards are consistent; works with database administrators in turning logical data model into physical data model; provides technical support to on-going data development efforts; collaborates with database administrators in developing new data elements and definitions to ensure database administration standards for database models and metadata are followed; researches and assists department sections/offices with resolution of complex data issues.
Attends trainings in database design data administration &/or data analytics (i.e. to develop & refine established skills & enable incumbents to work independently as data policy manager & to stay abreast of new technologies related to data administration including Artificial Intelligence and machine learning); researches & refers to programming standards manuals or technical documentation to assist in program development or problem-solving; operates computer to access enter retrieve & test data.

The work location of this position is 25 South Front Street Columbus Ohio 43215. You will be required to report to this work location full-time if selected.
