Position Summary
The Associate Director of Foster Care oversees and manages the licensing and recruitment of all foster homes throughout the organization. This position will be responsible for the overall planning development and implementation of processes to ensure timely recruitment and licensing of high-quality foster homes throughout the national organization. This position will directly supervise the Corporate Regional Managers of Licensing and Recruitment. The unit will work directly with the Associate Director of Retention and Optimization to ensure foster parent pre-service and ongoing training curriculum has been established and implemented for each state. Also this unit will work directly with oversight of the Director of Foster Care with the Program Excellence Department in the development of plans and resources related to recruitment activities.

RESPONSIBILITIES
The Associate Director of Foster Care will perform duties including but not limited to:
- Perform all work in a manner consistent with the National Youth Advocate Programs mission values and philosophies.
- Provide administration coordination and support of all licensing and recruitment activities for all State foster care programs.
- Develop and assist in the implementation of the licensing and recruitment process and protocol in each state from inquiry to licensure .Work directly with the Associate Director of Foster Care Administration and Data and the Corporate Manager of Foster Parent Recruitment to ensure the data and reporting are available in the electronic record system and maintain all data in the record system for licensing recruitment and inquiries.
- Must be able to embrace the licensing and recruitment of diverse foster parents both effectively and respectfully with people of any background race color religion sexual orientation ability national origin or culture.
- Meet at a minimum each week with the regional licensing manager to discuss progress- and the success of licensing activities. Ensure homes have completed all state preservice training requirements and the home study is completed within 45-60 days of application.
- Provide guidance to licensing staff to prioritize licensing homes willing to accept sibling groups and older youth.
- Provide monthly reports which include the number of homes in the licensing process by office the length of time in process and the number of homes licensed by licensing coordinator.
- Work directly with licensing and recruitment staff who are unable to meet the established goals and timelines for licensing and recruitment of homes.
- Ensure all annual reviews of foster homes are completed in a timely manner in accordance with state rules and regulations.
- Update Executive Directors the Director of Service Reception and the Director of Foster Care when a new foster home is licensed.
- Have a working knowledge of each state rules and regulations regarding the licensure certification and recertification of foster homes. This director will also have a working knowledge of COA and NYAP policies.
- Work with the Program Excellence Department to develop biannual national recruitment campaigns.
- Work in conjunction with the Service Reception Team to determine what prohibits NYAP to make foster care placements including the types of youth being referred to match recruitment efforts.
- Maintain a close working relationship with the Associate National Director of Retention and Optimization.
- Have knowledge of the census growth targets for each state.
- Perform all duties in accordance with personnel policies and the programs fiscal guidelines.
- Performs other duties as requested.
MINIMUM QUALIFICATIONS
- Bachelors degree in social work or comparable Human Services field from an accredited institution masters preferred.
- Minimum of 3 years of relevant experience required. For internal candidates a minimum of 3 years of experience with the National Youth Advocate Program preferably within Foster Care programs is required.
- Relevant supervisory experience preferred.
- A valid professional license is required and acceptable by state or contract regulations.
- Must have a valid Drivers license reliable transportation automotive insurance and a good driving record.
- Proficient use of desktop and laptop computers smart phones and tablets printers fax machines and photocopiers as well as software including word processing spreadsheet and database programs.
OTHER SKILLS
- Some travel is required.
- Must be open and willing to work non-traditional work hours as well as on-call responsibilities.

- Must possess good verbal listening and written communication skills.
