Job Description:
The CSE Program Manager I is a high-accountability leadership role responsible for bridging the gap between complex state and federal laws and daily operations.

As the CSE Program Manager I you will:
- Demonstrate strong track of punctuality maintain a consistent schedule and professional dependability in alignment with department needs.
- Ensure program compliance through the timely submittal of State Plan updates managing the full life cycle of contracts and subawards and translating new legislative proposals into actionable policies.
- Be a reliable high-capacity leader who excels at managing teams through high-pressure transitions and urgent deadlines.
- Pair analytical problem-solving with professional diplomacy needed to lead a mission-driven state program.
Hire Rate: $28.371 Exempt
Work Schedule: Monday Friday; 8:00 AM 5:00 PM
Dress Attire: Business Casual
Location: Lincoln Nebraska State Office Building (NSOB)
Requirements / Qualifications:
Minimum Qualifications: Bachelors degree in business or public administration social/behavioral sciences education health sciences public health law or related field and experience in program planning implementation monitoring evaluating program functions or supervising/management staff and budgets. Related coursework training and/or education may substitute for the Bachelors degree on a year-for-year basis.

- The ideal candidate must be a consistent and steadfast leader who provides a predictable and reliable presence to ensure the teams daily operations remain seamless and uninterrupted.
- They will possess a mastery of the full subaward and contract lifecycle with proven success in managing the process from the initial drafting of Requests for Proposals (RFPs) through to final closeout.
- A deep background in Title IV-D federal regulations is essential specifically the ability to manage interagency contracts under strict federal grant compliance standards.
- Beyond administrative oversight the most competitive candidates will demonstrate a unique skill for translating complex legislative proposals into actionable Standard Operating Procedures (SOPs) and leveraging data analytics to perform Quality Assurance reviews that measurably improve program performance.
- Ultimately we are seeking a visible and dependable force with professional diplomacy to bridge the gap between field offices and state leadership ensuring the organization remains focused and productive even during significant regulatory shifts.
Knowledge Skills and Abilities:
Knowledge of: the principles and techniques of management; business and management principles including planning budgeting resource allocation and human resources; the principles of grant writing and grant administration; the techniques of research planning and evaluation; work performance or other standards of development; program analysis/evaluation; policy development.
Skill in: communicating to convey information so others will understand.
Ability to: plan assign direct and evaluate the work of subordinate staff; learn apply and interpret agency policies and procedures relating to the assigned program or function; learn apply and interpret State and federal laws and standards; develop and maintain effective relationships with program representatives and the public; apply instructions; summarize program and administrative data/statistics into reports; formulate goals and plans; manage time and workflow of oneself and that of others to meet deadlines; demonstrate professionalism; operate basic computer software and hardware.
