Job Summary

TITLE: School Business Administrator and Director of OperationsSUMMARY: Reporting to the Superintendent of Schools the School Business Administrator and Director of Operations is responsible for administering all aspects of the School Districts financial and business operations. ESSENTIAL DUTIES AND RESPONSIBILITIES:1. Performs all duties typically performed by a School Districts School Business Administrator and Director of Operations.2. Assumes primary responsibility for the internal management and administration of the districts finances including the establishment and maintenance of systems to manage the approved budget grants revolving funds student activity accounts payroll preparation purchase orders auditing procedures in accordance with School Committee policies long-range capital programs (including preparing and once approved by the Superintendent submitting capital requests for the school district to the Town) and state and federal laws and the annual operational and capital budget in conjunction with the Superintendent and School Committee and in keeping with the Districts long-term fiscal planning and revenue and oversees the preparation of District financial reports including the End of Year Report to the Department of Elementary and Secondary Education and reports required for District grants and Medicaid reimbursement. Ensures that report formats meet all federal state local and in-district reporting requirements. the Superintendent communicates and coordinates District financial information and budget proposals with Town finance committee school committee and board of the Superintendent and staff to analyze financial problems and develop solutions to problems which ultimately improve daily operations. Provides the School Committee Superintendent and other management staff with appropriate financial information to assist in the decision-making with county and state organizations in staying abreast of school finance requirements reform and other district-related issues. Maintains current knowledge of new developments and trends state and federal programs and legislation applicable to education personnel management and employee relations and makes recommendations to the Superintendent based the financial management system and ensures that adequate training and technical support are available to and utilized by employees.9. Manages and supervises the student transportation program and prepares and administers the districts transportation contract. Works with principals and special education personnel in planning bus routes as necessary.10. Acts as the Districts Chief Procurement Officer and ensures that all provisions and responsibilities of Massachusetts General Laws Chapter 30B are met. Develops bid and proposal procedures and product specifications and supervises bid and proposal processes in compliance with federal and state laws relative to the purchase of goods supplies equipment services and for District capital renovation and construction projects. Prepares the legal bid and proposal notices and bid and proposal forms when seeking formal bids or proposals. Supervises outside vendor contract and controls expenditures through the use of a purchase order system and budgetary control procedures. Reviews and authorizes all District purchase orders.12. Works with principals and head custodians in planning the work of all building and grounds personnel involved in the maintenance/repair/replacement activities on school properties and related facilities. Works with principals and head custodians to develop an annual priority list for maintenance/repair/replacement of school buildings and structures.13. Determines and initiates the proper action to be taken to effectively and expeditiously complete repairs to and replacement of buildings and equipment in accordance with school policy sound maintenance and replacement practices and priority and urgency of operations all in the most cost-effective manner reasonably attainable.14. Conducts routine and periodic inspections of schools and facilities and takes appropriate action to correct any deficiencies found subject to budget rental of school properties and the billing of rental and custodial/cafeteria employment and vendor contracts and subject to Superintendent approval seeks legal assistance and advice with respect to same when necessary or appropriate; prepares and analyzes strategic and long-range planning as the school districts liaison to the Towns auditing accounting for all revenue and expenses in the school and supervises working with the Food Services Director the operation of the districts food services working with the school principals the supervision of the custodial the administration of human resources including but not limited to payroll and employee benefits for all union and non-union as the districts financial representative to town finance/advisory boards and community active working relationships with Town Manager Towns Director of Finance and Towns Human Resources directly with the principals/directors in all matters pertaining to the business aspects of the school in activities to enhance professional growth related to current school business and finance confidentiality regarding personnel and work/school related information for all district employees and the policies and regulations of the School the Superintendent in the formulation and administration of the Districts procedures processes and Fleet Maintenance for District-owned the absence of the Superintendent may act as the Districts designee on non-instructional QUALIFICATIONS:Education and ExperienceMasters Degree required (Educational Administration Business Administration Accounting or Finance preferred). Must hold certification from Massachusetts Department of Elementary and Secondary Education as a School Business Administrator. Certification as a Massachusetts Certified Public Purchasing Officer is preferred but certification within first year of employment is required. Minimum of two years of previous municipal or school district experience is preferred but demonstrated successful experience in municipal financial management and supervisory and management roles are Skills and AbilitiesKnowledge of school district accounting and fiscal records management practices and procedures; legal mandates policies and regulations pertaining to accounting; computer accounting systems; and budget planning and management -based competencies include strong analytical and computer skills; budget forecasting cost-benefit analyses and decision making; preparation of fiscal financial and narrative statements and reports in a clear and concise manner; and review of financial statements and audit/management -based competencies include establishing and maintaining cooperative working relationships; a high level of professional integrity; a strong work ethic; understanding of and carrying out oral and written directions; communicating effectively with staff both verbally and in writing; prioritize multiples tasks; and interpretation and effective communication of accounting and/or budget policies and DEMANDS:While performing the duties of the job employee may be required to remain in a stationary position for extended periods; move up to 30 lbs.; and operate a computer and other office equipment.
