Job Summary

Position Summary 
The Chief Administrative Offices City College for Municipal Development & Workforce Programming (CCME &WP) is seeking an Outreach and Engagement Program Manager to support priority workforce initiatives of the Parker Administration including the Fair Chance Hiring Initiative the City College for Municipal Employment and other strategic investments and partnerships designed to strengthen employment pathways for Philadelphia residents. 

The Manager will serve as the Citys primary liaison for outreach and engagement with community organizations employers and other key stakeholders. As the office functions as a systems convenor this position is responsible for developing cross-functional collaborations and facilitating workforce connections across City departments and external partners. 

In addition to program development and management and relationship management a critical responsibility of this role will be to communicate and collaborate with partners to assess their needs and ensure alignment with City workforce programs. The Manager helps assess program quality ensuring that the systems created by the connecting agencies meet expected outcomes and quality standards.  

The Manager ensures that stakeholders are informed about available programs incentives and opportunities for engagement and participation. The Manager will support the priority of the Parker Administration to create a single hub through which residents can learn about the various programs that align with their career goals including supporting various assessment tools and also is responsible for accessing labor market data to help inform priority industry focus areas.

Strong attention to data analysis performance metrics and measurable outcomes is required. The Manager will oversee outreach efforts related to current workforce initiatives promote available incentives and support employer engagement to expand hiring of Philadelphia residents. 

 Business Development & Incentive Promotion  

Development of needs assessments that influence the creation of training systems that prepare individuals to meet the workforce needs of our employer partners. This work will include 

  • Identifying and analyzing employer training needs and matching with the current training programs available. 

  • Leverage and coordinate resources from partners like Philadelphia Works and assisting employers in navigating those systems to meet their business needs. 

  • Ensure ongoing programmatic excellence including overseeing implementation and management of programs managing timelines resource allocation and outcomes related to incentives business services and other resources provided. 

Relationship Management 

  • Cultivate existing and prospective employer and partner relationships to support the delivery of high-quality programs that increase employment of Philadelphia residents.  

  • Provide ongoing support to strengthen inter-team communication and cohesiveness sustain a can-do culture and work seamlessly with the key anchor partners. 

  • Support may include facilitating meetings disseminating information and coordinating cross-departmental activities. 

Strategic Coordination and Outreach 

  • Conduct basic research on local and regional labor market trends to inform employer engagement strategies priority industry focus and workforce training partnerships.  

  • Support the development of the employer relationships processes and tools to implement and expand incentive or other programs important to growing Philadelphias economy. 

  • Work collaboratively with City departments workforce intermediaries and external partners to ensure understanding and support for ongoing initiatives.  

  • Support the priority of the Parker Administration to create a single hub through which residents can learn about the various programs that align with their career goals including supporting various assessment tools. 

  • Liaise with community-based organizations and Philadelphia residents on promoting the available workforce training options supported by the City including CCME and other city-funded and supported programs. 

Enterprise-wide 

  • When needed serve as an active member of city-wide workforce development committees and other advisory committees to ensure alignment of workforce development strategies and agendas as designated by leadership 

  • Represent CCME & WP at events conferences or meetings as needed 

  • Other duties as assigned. 

  • Minimal night and weekend work may be required.   

Essential Functions 

The Outreach and Engagement Manager will: 

  1. Serve as the primary broker of the Fair Chance Hiring Initiative providing support to employers partners and community stakeholders. 

  1. Work with CCME &WP team City departments external stakeholders to ensure effective distribution of program information and engagement opportunities. 

  1. Serve as liaison for community events with partners employers and city departments. 

  2. Establish and serve as the point of contact for internal colleagues in Office of Business Services to provide support and render similar incentive information and follow up with small and medium sized businesses and those on the commercial corridors. 

  3. Establish and maintain communication channels with the Office of Business Services to provide consistent information regarding incentives for small- and medium-sized businesses including those on commercial corridors. 

  4. Support outreach and engagement for City College for Municipal Employment opportunities. 

  5. Ongoing tracking of outreach programs and analysis of data to improve outcomes and partnerships.

Qualifications :

Education: 

  • A Bachelors degree is required preferably in Human Resources Talent Management Training and Development Organizational Development/Leadership Public Administration or a related field. Equivalent professional experience may be considered in place of a degree in accordance with City hiring policies. 

Experience: 

  • 3-5 years of experience in private sector or non-profit business development or program development 

  •  Experience with creating and running workforce development human resources and/or training programs with a verifiable track record of excellence. 

  • Experience in community outreach/engagement with non-profits or businesses 

  • Familiarity with the private sector landscape of employers and business services that spur growth 

  • Labor Market Research and Data Analysis preferred
