The New York City Housing Authority (NYCHA) the largest public housing authority in North America was created in 1935 to provide decent affordable housing for low- and moderate-income New Yorkers. NYCHAs Learning and Development (L&D) Department provides service coordination and delivery of training and professional development for NYCHA employees to do their jobs safely and effectively. Through operation of citywide training facilities and a robust library of online learning materials NYCHA L&D offers both technical training in building systems management and leadership development courses that are customized based on NYCHA standard operating procedures. L&Ds mission is to prepare NYCHA employees for the roles theyre in and the roles they aspire to attain while managing the wealth of knowledge that employees amass throughout their careers.
Reporting to the Learning Management Administrator the Learning Management System (LMS) Analyst performs highly responsible work involving the planning implementation coordination monitoring and evaluation of the organizations learning and development systems and programs. With considerable latitude for independent judgment and initiative the LMS Analyst oversees the day-to-day administration and strategic optimization of the LMS analyzes learning data to assess program effectiveness and supports continuous improvement of organizational training initiatives.
This role combines technical system administration program evaluation and data-driven decision-making requiring the ability to interpret complex information prepare analytical reports and make informed recommendations related to learning strategy system enhancements and organizational policy. The LMS Analyst collaborates across departments provides technical guidance and training and contributes to the long-term management and effectiveness of enterprise-wide learning programs.
Responsibilities include but are not limited to the following:
-Plan implement coordinate monitor and evaluate LMS-supported training programs that deliver essential organizational learning and compliance services
-Maintain and support NYCHAs LMS to ensure a seamless secure and user-centered learning experience
-Perform advanced LMS administration including user account management provisioning course configuration content deployment and system reporting
-Manage analyze and interpret LMS data to evaluate training performance learner engagement completion rates and compliance outcomes
-Prepare analytical summaries dashboards and evaluation reports to support leadership decision-making funding justification and strategic planning
-Assist in defining key performance indicators (KPIs) and performance measures for learning initiatives; assess program effectiveness and recommend improvements
-Provide authoritative interpretation of system data usage trends and learning outcomes to address complex operational or programmatic issues
-Make recommendations regarding LMS policies procedures governance standards and best practices to enhance system effectiveness and data integrity
-Collaborate with leadership and stakeholders to support organization-wide learning strategies and promote effective LMS adoption and utilization
-Provide technical assistance guidance and training to staff trainers and managers on LMS functionality reporting tools and best practices for program implementation
-Partner with subject matter experts (SMEs) instructional designers and program leads to ensure learning content accuracy quality accessibility and alignment with organizational goals
-Support projects involving LMS enhancements integrations (e.g. HRIS performance management systems) and new technology implementations
-Coordinate LMS updates upgrades and testing efforts to ensure continuity of learning services and minimal operational disruption
-Identify operational inefficiencies and recommend improvements to LMS workflows data processes and administrative practices
-Ensure the accuracy security and integrity of learning data maintaining detailed and auditable records of learner progress certifications and compliance requirements
-May serve as the long-term technical and analytical lead for specific learning or workforce development initiatives

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
