The Defence Safety Authority (DSA) is responsible for the regulation of Defence Health Safety and Environmental Protection operating under a Charter from the Secretary of State for Defence (SofS). The DSA provides independent assurance direct to the SofS that the law is complied with and their policy on safety in Defence is being promoted and implemented whilst Defence activities are conducted. This regulation is achieved through proportional and appropriate evidence based assessment of the activity that supports the Defences operational imperatives. The DSA hosts Defence safety regulators across all operating environments and also incorporates the Defence Accident Investigation Branch (DAIB) and a HQ within a single independent organisation led by a 3* military officer.
The DAIB provides Defence with a professional accident investigation capability maintaining 2 teams of trained accident investigators at Very High Readiness 24/7/365 to deploy anywhere in the world in response to a safety incident. The DAIB conducts demonstrably independent impartial and expert no-blame safety investigations of accidents serious incidents and near misses across all domains by supporting DSA Service Inquiries and conducting DSA Non-Statutory Inquiries. Together these investigations ensure that causal factors are identified and they make targeted safety recommendations which are tracked to implementation in order toreduce the likelihood of reoccurrence enhance Defence safety and preserve operational capability.
Globally deployable responding to significant incidents as an accident investigator to produce a Triage Report informing DG DSAs decision for further Defence investigation. Provide advice mentoring and support to DSA convened Service Inquiry Panels. Contribute to SI Panels specialist investigative input and provide conduits to internal and external organisations for analysis contracts to support investigations. Responsible for tracking the implementation of endorsed SI Recommendations and providing assurance to Hd DAIB that recommendations are ready for closure. Provide support to safety courses in delivery of the DAIB Capability Presentation and to wider Defence establishments to promote DAIB activity.
As an SO2 Maritime Investigator within the DAIB you will play a central role in delivering independent expert analysis of maritime incidents across Defence. You will lead investigations provide authoritative maritime insight and contribute directly to improving safety assurance and learning across the Royal Navy and wider MoD. This position requires a seasoned maritime professional with deep operational experience and the confidence to represent DAIB at all levels including senior commanders units and external authorities.
The role is ideally suited to a Warfare Officer with extensive time at sea but Engineering Officers with strong operational maritime experience are also encouraged to apply. You will bring a rigorous analytical approach excellent written and verbal communication skills and the professional credibility to interpret events challenge assumptions and influence positive safety outcomes. A Bridge Watchkeeping qualification and completion of ICSC(M) (or equivalent) are desirable but not essential for strong candidates with the right blend of expertise judgement and maritime understanding.
- Act as a Maritime Investigator conforming to the principles and guidance detailed in DAIB SOPs and Standing Orders.
- Provide advice mentoring and support to SI Presidents and Panels throughout the lifetime of a Service Inquiry. Provide a conduit to other subject matter experts and Industry.
- Achieve a Post Graduate Certificate in Accident Investigation from Cranfield University.
- Advise SI Panels on the logical development and production of inquiry reports through to their conclusion and release.
- Assist investigation officers of the DfT MAIB conducting investigations into occurrences as directed by SO1 Maritime or Hd of Branch.
- Assist investigations and investigative officers of other nations as directed by SO1 Air or Hd of Branch.
- Identify emergent issues to SI Panels to enable the initiation of early remedial action against shortcomings brought to light during investigations whether or not they appear to bear directly on the main cause of the accident.
- Provide input as required to any Defence AIB investigation report.
- Instigate follow up actions in the light of fresh developments emerging in the wake of report publication particularly when they relate to another accident or near accident under similar circumstances.
- Keep abreast of safety technology and associated investigative techniques in order to advise on current and future material requirements.
- Pursue actions taken in response to safety recommendations on completion of SIs.
- Conduct other Defence AIB duties visits courses and presentations as required and directed by SO1 Maritime or Hd of Branch ensuring issues remain relevant and current.
- Maintain a watching brief on developments emerging following dissolution of a Service Inquiry and initiate appropriate follow up actions.
- Qualify and remain current as a DAIB RPAS Operator iaw MAA Regulatory Publications and DAIB Letter of Endorsed Categorisation.
