Subject to formal establishment a vacancy may arise for a Squadron Leader (People Ops Pers (Spt)) to serve as Service Inquiry Manager at RAF High Wycombe on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS) with an initial proposed start date of being not before 01 September 2026 (or later subject to candidate status).
The postholder will play a central role in the coordination governance and delivery of RAF Service Inquiry (SI) activity on behalf of the RAF Safety Centre. They will manage the activation and administration of SIs provide policybased advice to Convening Authorities and the Service Inquiry Working Group and ensure accurate sensitive handling of notifiable incidents. The role requires close engagement with senior officers Air Sec welfare and casualty teams SI panel members and Next of Kinfacing stakeholders. The postholder will maintain auditable records support decisionmaking processes and ensure that all SI activity is conducted in accordance with Defence and singleService policy. This is a highresponsibility role requiring strong judgement organisation and professionalism.
Job Specifications
- Manage SI activation processes including Convening Orders Terms of Reference and coordination with Convening Authorities.
- Guide the Service Inquiry Working Group on convening and dispensing decisions based on relevant Defence and singleService policy.
- Oversee the HQ notifiable incident process ensuring timely and accurate notifications to senior leadership and relevant stakeholders.
- Coordinate the establishment of appropriate SI panels.
- Provide routine guidance and policy support to SI panels throughout the inquiry.
- Liaise with Air Sec COS Pers Casualty & Bereavement staff and Visiting Officers to ensure sensitive and accurate communications with Next of Kin.
- Maintain Regulation 18 registers prepare Regulation 18 packs and manage activation/deactivation processes.
- Support the management of Military Judgement Panels and ensure all resulting actions are tracked and completed.
- Coordinate final report processes including redaction archival submissions and arrangements for report delivery to the Next of Kin.
- Maintain accurate auditable records and ensure all correspondence and administrative actions meet Defence assurance standards.
Roles and Responsibilities
- Support Inspector of Safety (IoS-RAF) through RAF SC COS to meet/support the Specified Tasks captured in the RAF SC Delivery Plan.
- Co-ordinate Service Inquiry processes and provide guidance to Convening Authorities and SI Panels in the capacity of SI Manager.
- Guide the Service Inquiry Working Group (SIWG) on convening/dispensing decisions to ensure recommendations are in accordance with policy.
- Manage the SI activation processes: Convening Order TORs and coordination with Convening Authorities for Convening Briefs with SI panel and SIWG.
- Manage HQ Notifiable process as per policy to notify SLT of deaths/serious incidents sourcing detail for consideration of SI convene/dispense.
- Support SC COS and SI Presidents in the management of Military Judgement Panels ensure all actions are appropriately managed thereafter.
- On behalf of IoS RAF in his capacity as Single Service Inquiry Coordinator manage the recommendation process following completion of an SI to ensure lessons are actioned.
- The post holder will be required to provide oncall cover during holiday periods (including Christmas) to respond to urgent and sensitive operational incidents.
