About this Job

The position serves as the Executive Director for the Red River Atchafalaya and Bayou Boeuf Levee District (RRABB) and is responsible for overseeing all engineering administrative financial information technology operations and maintenance and human resource functions and activities for the District.

The RRABB Levee District is responsible for over 250 miles of levees 100 miles of drainage canals and 17 drainage structures which are an integral part of flood protection for Rapides Avoyelles and a portion of St. Landry Parishes.

Oversight for the RRABB Levee District is provided by a Board of Commissioners representing the district. The average annual operating budget for the RRABB Levee District is approximately $3.5 million. The position directs the employees of RRABB Levee District in all operations and maintenance finance public information safety and human resource management.

Minimum Qualifications
General:The Executive Director shall:
(1) Reside in central Louisiana
(2) Have a bachelors degree in the area of business engineering geology hydrology natural sciences environmental sciences or any similar academic lieu of a bachelors degree ten years of related experience shall substitute.
(3) Have a minimum of five years experience in business engineering or hydrology or in the performance of public works functions related to flood and drainage control flood plain management water resources soil conservation land surveying and mapping disaster relief or any related function.

Job Specification Responsibilities:
Lead the flood protection efforts for the RRABB Levee District in accordance with oversight and direction by the RRABB Board of Commissioners by managing all maintenance and operations in compliance with Board policy and requirements of the United States Army Corps of Engineers and Louisiana Department of Transportation and Development.
Represent the RRABB Levee District in meetings with public and elected officials legislators and stakeholders.
Perform in accordance with the annual goals and objectives provided by the RRABB Board of Commissioners with emphasis on flood protection safety and ethical behavior.
Monitor local and federal stakeholder relations to execute responsibilities efficiently and provide assurance the flood protection is technically sound and fiscally responsible.
Ensure appropriate supervision of the RRABB Levee District employees.
Provide all fiscal and other reports required by law.
Preparation of annual operating and capital budgets in compliance with the Louisiana Local Government Budget Act.
Compliance with annual audit requirements.
Performing the responsibilities of the RRABB Board Secretary for all meetings of the board and committees as applicable required by law.
Maintaining an emergency operations plan and implementing to alleviate flooding potential.
All other duties specified by the RRABB Levee District Board of Commissioners.

Leadership:
Inform the Board of all major developments in a prompt manner.
Provide concise monthly reports to the Board including technical and operational activities and support functions.
Communicate with the public and news media in a professional manner.
Model ethical behavior.
