Job Summary:

Under the supervision of the Rental Development Programs Administrator the Rental Development Programs Manager serves as a team leader and is responsible for working with the rental development team to manage affordable rental development projects ensuring compliance with regulations and contractual provisions. The Rental Development team distributes approximately $35 million in funds each year for the production of approximately 2500 units of affordable housing. The Arizona Department of Housing (ADOH) is the Low Income Housing Tax Credit (LIHTC) allocating agency for Arizona and also awards and administers gap funding including State Housing Trust Funds National Housing Trust Funds and HOME Investment Partnership Program Funding.

This position may offer the ability to work remotely in Arizona to include in-office hoteling based on the departments business needs and continual meeting of expected performance measures.

Job Duties:

The Rental Development Programs Manager will manage the pipeline of projects the Rental Division oversees coordinating and prioritizing across team members. This position will engage with developers syndicators lenders CPAs attorneys consultants and regulators regarding rental development projects in various stages of completion deriving solutions to daily challenges and keeping projects in every stage of the development moving forward.

This position will assist the Rental Development Programs Administrator in developing policy recommendations for the Qualified Allocation Plan (QAP) the State Housing Fund Application Guide the Housing Trust Fund Allocation Plan and other policy documents related to rental development. The position will be responsible for revising financial analysis instruments to ensure they reflect new market conditions changes in the LIHTC program and changes in the QAP. The Programs Manager will assist with preparation of Notices of Funding Availability as well as in application review and scoring.

Additional duties include:

Track and analyze data from project submissions to assist with data analysis and reporting as well as establishing underwriting criteria related to cost and other performance standards to be used as benchmarks in the QAP.

Provide coverage and training and assistance to Risk Assessment Officers with all aspects of project underwriting. Underwriters analyze rental and homeownership development proposals to determine their financial and operational feasibility and the extent to which they require LIHTC HOME HTF NSP and other State funds.

Provide coverage and training and assistance to Loan Specialists in all aspects of legal document preparation and review from initial closing to 8609 including communication with partners and prioritization of workload.

Actively engage in communications with the Compliance and Asset Management Divisions to glean knowledge from everyday problems that can be applied to process improvement and arrive at solutions for properties experiencing financial/operational/ownership difficulties.

Knowledge Skills & Abilities (KSAs):

At minimum candidates must demonstrate excellent verbal and written communication skills an ability to work collaboratively in a team environment two years of progressively responsible work experience in a professional work environment where attention to detail was required an ability to read and interpret complex written materials and working knowledge of Microsoft Word and Excel.

Highest qualified candidates will have at least two years of successful experience working in a government agency in an affordable housing and be familiar with and be able to determine compliance with the regulations associated with the following affordable housing funding sources: Low Income Housing Tax Credit (LIHTC); Home Investment Partnership Program (HOME); National Housing Trust Fund (NHTF); State Housing Trust Funds (HTF); as well as the following federal overlay statutes: Environmental Reviews (24CFR 58); Labor Standards (HUD Handbook 1344.1); Real Estate Acquisition and Relocation (HUD Handbook 1378); Fair Housing; Procurement; Lead Safe Housing Rule (24 CFR 35) Uniform Relocation Assistance Act (42 U.S.C. 4601) etc. Experience with Asana underwriting or processing legal documents for commercial real estate transactions is also highly valued.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program. New ASRS members will have a 27-week waiting period for membership. The ASRS defined benefit plan provides for life-long income upon retirement.
