Team Manager Financial Services
1.0 Regular
Monday - Friday 35 hours per week
Union Exempt Level 9: $117995 to $138845


Reporting to the General Manager of Finance the Team Manager oversees the delivery of financial services for a designated portfolio. This oversight covers the spectrum from operational Accounting Services to Financial Reporting Services. The role requires close collaboration with other service areas both within the Finance Department and across the entire District.

The core function is managing the Accounting division: overseeing staff and functions to ensure accurate and compliant accounting and reporting including monthly/year-end cycles corporate filings payables/receivables capital investments and cash flow monitoring. The role supports financial reporting by preparing year-end forecasts coordinating consolidated financial statements and estimates through the Ministry of Education and liaising with external auditors. Additional responsibilities include supporting timely and accurate financial information through staff management ERP system collaboration and interpreting new Ministry finance guidelines as well as leading stakeholder consultations and resolving complex cross-functional issues.


Qualifications
  • A post-secondary degree or diploma with a focus on business administration from an accredited university or college.

  • 8 years of experience working in a complex accounting environment. Four years of supervisory experience is required.

  • Chartered Professional Accountant (CPA) designation in good standing is required.

  • Demonstrated expertise in managing full accounting cycles compliance with government legislation (including charitable returns HST returns and other corporate filings and remittances) preparation of year-end forecasts and coordinating consolidated financial statements estimates and reports with the Ministry of Education.

  • Extensive experience in overseeing core accounting functions (A/P A/R purchasing card administration capital investments) and cash flow monitoring as well as a proven ability to implement and maintain effective systems of internal controls.

  • Exceptional skills in leading collaborative processes with key internal and external stakeholders (e.g. HR Payroll vendors auditors Ministry) and a strong record of resolving complex cross-functional problems and conflicts.

  • Experience managing ongoing guidance training and support to school administrators on financial management activities including expertise in the administration of the Districts school generated funds accounting system.

  • Managerial skills including hiring directing and evaluating staff; as well as demonstrating leadership for leading coaching and motivating teams and goal setting.

  • Excellent communication skills required in order to provide consultations and clarify or request pertinent information from others either in writing or through verbal conversations; must demonstrate interpersonal qualities to establish and maintain effective working relationship using tact and diplomacy; Oral communications for making presentations in a large or small group setting

  • Organizational skills as well as time management techniques for organizing and planning work/projects; juggling multiple demands and working within short and conflicting deadlines.

  • Project management skills including analytical and problem-solving skills; demonstrates ability to make decisions and be accountable for those decisions

  • Significant judgment for making decisions and being accountable for those decisions;

  • Demonstrates analytical skills including attention to detail and accuracy.

  • Proficiency in computer technology including using spreadsheet database accounting and other software applications to accomplish work effectively.

  • Knowledge of Acts and Regulations governing the financing of public education in Ontario.

  • Knowledge of accounting practices/principles compensation analysis and trends particularly as they relate to the education sector.

  • Broad knowledge of financial payroll and human resources systems / processes.

  • Knowledge and use of enterprise resource planning (ERP) systems; including designing and implementing business processes and internal controls.
