The FBM Line of Service is responsible for effectively managing agency finances to ensure programs are funded for critical work the agency is maximizing revenue opportunities and identifying efficiency opportunities while preserving service delivery. FBM includes the following Units: Expense Budget Revenue Budget Capital Budget Audits and Accounts and the Nonpublic Schools Security Reimbursement Program.

The Nonpublic School Security Guard Reimbursement Program (NPS) Unit within FBM is responsible for managing all aspects of the Citywide initiative. These responsibilities include but are not limited to the processing of applications for new schools re-certifications for existing schools annual budgets invoices for reimbursements and conducting periodic training seminars.

The Department of Citywide Administrative Services (DCAS) seeks to hire a Staff Analyst who will function as the NPS Supervisor of Billing within the Fiscal and Business Management (FBM) Line of Service.

Reporting directly to the Director of NPS. This position is responsible for overseeing billing operations for the NPS Program supervising a team of Billing Analysts and ensuring the accurate and compliant review and processing of invoices. This role works closely with program leadership to support financial oversight reporting and compliance with applicable laws and regulations.

Responsibilities:

- Supervise and support a team of four Billing Analysts ensuring timely and accurate invoice processing.
- Onboard and train new staff on the NPS Invoice Review process policies and systems.
- Perform personnel management functions including assigning work establishing tasks and performance standards and providing ongoing performance feedback.
- Review invoices completed by the Billing Analysts for accuracy and completeness.
- Conduct Level 2 reviews of reimbursement invoices submitted by schools through the Invoice Submission Portal to ensure compliance with Local Law 2 Local Law 4 program requirements and the NYC Comptrollers Prevailing Wage Schedule.
- Prepare payment requests (PRN2) for the NPS Program.
- Assist the Program Manager and Deputy Director in the preparation and finalization of the annual Terms and Conditions Report.
- Maintain and update the invoice database on a weekly basis including tracking submissions approvals and rejections.
- Prepare ad hoc invoice analyses and financial reports for senior management including program expenditure forecasts and assessments of additional funding needs for schools.

Qualifications :

A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in 2 above.

A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in 2 above.

A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma.
