POSITION SUMMARY:

This position leads the professional development and delivery of public realm redevelopment designs strategies and policies to activate spaces and green our city while attracting residents and investment to Reginas central communities. The work includes managing projects and activities to make great places for people and enhancing the public realm through planning designing creating visualizations (3-D hand drawn and other methods) and supporting the implementation of improved streetscapes and public spaces.

The position will lead the development of urban design strategies and tools to support the Citys strategic priority to be vibrant inclusive and attractive. This will include developing policies identifying spaces for activation and programming preparing thoughtful recommendations and providing technical expertise direction and advice for various projects. This will involve undertaking research and analysis collaborating with other work areas and the community managing projects as well as designing leading and facilitating public and stakeholder engagement. The position reports to a Senior City Planner.

DUTIES AND RESPONSIBILITIES:

  • Lead the development and implementation of plans policies guidelines standards and other tools to support projects to improve the look feel and use of the public realm (e.g. pathways streetscapes views placemaking public art etc.) and foster renewal and investment in central parts of the city within an interdisciplinary environment.
  • Lead processes with internal and external working groups and committees to design public spaces to serve multiple uses and meet project expectations. This work will typically be used to guide further detailed design work and inform the preparation of project cost estimates.
  • Develop and support the revision of operational and construction specifications and standards to implement design guidelines and frameworks in collaboration with other departments.
  • Create conceptual urban design placemaking and open space schemes approaches and tactics by hand drawing and using visual tools such as SketchUp Adobe Creative Suite AutoCAD and other 3D modeling software to convey the look and feel of a project to various audiences.
  • Gather and review data information processes and programs to support the development of design options and recommendations that advance City and community priorities.
  • Conduct spatial site and background analysis and prepare summary briefs for design projects.
  • Research and analyze emerging trends policies and best practices from other jurisdictions.
  • Collaborate with project teams to develop creative and inspirational ways to share project information and engage the public and a broad range of stakeholders.
  • Provide technical and business solutions to municipal design issues.
  • Partner with departments to provide process facilitation project management change management policy development or issue resolution as needed and related to the work.
  • Develop and facilitate engagement processes for the public stakeholders community groups external agencies and other departments related to design and use of public spaces in a positive and inclusive manner.
  • Prepare and present complex reports terms of reference requests for proposals policies and procedures correspondence and briefs for stakeholders public senior management committees and Council.
  • Build effective relationships with internal and external stakeholders including the development and business communities to advance projects.
  • Prepare the scope of work and expectations in the procurement of consulting services and supervise the financial time and work expectations of consultants.
  • Respond to public enquiries and complaints in a manner that is consistent with corporate customer service standards and departmental policies.
  • Perform other related duties as required.

QUALIFICATIONS:

Knowledge Abilities and Skills:

  • Advanced knowledge of urban design principles and practices with strong emphasis on placemaking and creating vibrant spaces.
  • Demonstrated ability to express ideas effectively in oral graphic and written form with particular emphasis on being able to adapt communication techniques to various situations and audiences.
  • Extensive knowledge and use of Microsoft Office AutoCAD as well as visual applications such as 3-D Studio Sketch-up Adobe Creative Suite etc.
  • Ability to compile and interpret policy and information to create designs and provide high-level cost estimates.
  • Extensive experience facilitating discussions among individuals and groups with diverse interests or agendas with an ability to mediate negotiate and resolve conflicts to generate a path forward.
  • Demonstrated experience in creative innovative and accessible engagement.
  • Demonstrated ability to establish and maintain working relationships with the public volunteers co-workers local business and organizations and elected officials.
  • Considerable knowledge of and demonstrated ability to effectively apply project management methods.
  • Ability to work with a high degree of initiative and independence.
  • Ability to apply strategic and conceptual thinking to a variety of issues and situations.
  • Ability to analyze data issues document findings and make recommendations.
  • Ability to promote and adhere to the principles of teamwork including participation shared responsibility open communication trust and mutual support.
  • Ability to manage and multitask workload by identifying and revising priorities in order to complete work within deadlines.
  • Ability to provide clear concise and accurate information and/or explanations to internal and external customers in response to questions concerns and complaints.

  • Ability to lead and coordinate the efforts of multi-disciplinary project teams and consultants including preparing and monitoring work plans.
  • Strong problem identification and problem resolution skills.


EDUCATION AND EXPERIENCE:

  • Skills and experience for this position are typically obtained through completion of an undergraduate or graduate-level program in urban design urban planning urban studies urban geography architecture landscape architecture or similar and a minimum of five years of progressive related experience.
  • Full membership or eligible for membership with the Saskatchewan Association of Landscape Architects (SALA) or Canadian Institute of Planners (CIP) is preferred.
  • Experience in a municipal environment and ability to review and interpret plans and policies is considered an asset as is engagement certification (e.g. IAP2) Indigenous engagement project management change management or other professional training.
  • A combination of relevant experience and education will be considered.

OTHER WORKING CONDITIONS:

  • Ability to travel within the city may be required.
  • From time to time there may be a need to work outside of regular business hours.
