DESCRIPTION OF WORK: The Sampson County Department of Social Services is seeking a qualified and motivated Personnel Officer I to support and administer a wide range of human resources functions for the agency. This position plays a critical role in ensuring compliance with federal state and local personnel policies while providing guidance and support to management and employees. The Personnel Officer I serves as a key point of contact for recruitment employee relations personnel records and the interpretation and application of personnel policies and procedures.
Key Responsibilities
- Administers and interprets personnel policies procedures and rules in accordance with applicable laws and regulations
- Provides guidance and technical assistance to management and employees regarding personnel matters
- Coordinates recruitment selection onboarding and employment processing activities
- Maintains accurate and confidential personnel records and files
- Assists with position management employee relations and performance-related processes
- Interacts professionally with employees applicants supervisors and the general public
- Supports agency leadership in implementing approved personnel policies and procedures
KNOWLEDGE SKILLS & ABILITIES: Ability to exercise judgment and discretion in applying and interpreting official personnel rules and procedures; to design and install office forms and procedures and to supervise the processing and maintenance of personnel forms and records; and to meet and deal effectively with superiors employees and job applicants and the general public. Considerable knowledge of the organizational structure and programs of the agency to which assigned; some knowledge of basic personnel principles and practices; knowledge of human behavior and group dynamics from a personnel standpoint and their effects on work assignments and performance agency objectives and employee-employer relations.
MINIMUM EDUCATION AND EXPERIENCE: Graduation from a four year college or university and two years of personnel experience in a technical or administrative capacity involving the application and interpretation of personnel policies and the development of proposed procedures for implementation of approved policies preferably with experience with a variety of personnel programs such as position management employee relations recruitment; or an equivalent combination of training and experience.
PREFERENCE MAY BE GIVEN TO THOSE WITH BI-LINGUAL SKILLS AND/OR DSS EXPERIENCE.
