The Department of Commerce Utilities Commission is looking for Engineering Supervisor I. This position is assigned to the Gas Pipeline Section of the Operations Division of the Utilities Commission.

The primary purpose of this Engineering Supervisor I position is overseeing the day-to-day operations of the Pipeline Safety Section including supervising seven Pipeline Safety engineers who are stationed in remote locations in the performance of safety inspections to ensure operator compliance with state and federal Pipeline Safety Regulations.

Division responsibilities include but are not limited to:
Establishes goals sets priorities and deadlines makes work assignments and evaluates the performance of the Pipeline Safety engineers.
Interacts with the natural gas system operators and participates in field inspections.
Acts as a liason with the Pipeline and Hazardous Materals Safety Administration (PHMSA including participating in committees.
Applies for and administers the PHMSA grant which includes collecting information maintaining records budgeting and maintaining accountability.

The Pipeline Safety Section of the Operations Division of the North Carolina Utilities Commission enforces natural gas pipeline safety regulations inspecting all intrastate natural gas system operators and investigating incidents.

Pursuant to North Carolina General Statute 62-50 the Commission is responsible for promulgating and enforcing safety standards for the operation of natural gas pipelines in North Carolina. That statute extends Commission regulatory authority with regard to pipeline safety to entities that are not investor-owned utilities subject to the Commissions jurisdiction for setting rates and ensuring service quality. Such entities include municipal natural gas systems housing authorities that have installed natural gas systems and certain landfill gas operators. G.S. 62-50 also authorizes the Commission to enter into agreements with other governmental entities including the United States Department of Transportation (US DOT) to enforce safety regulations and to participate in grant programs. Pursuant to G.S. 62-50 the Commission has adopted the federal pipeline safety regulations including Chapter 49 of the Code of Federal Regulations Parts& 199 which are administered by the Department of Transportations Pipeline and Hazardous Materials Safety Administration
(PHMSA).

The applicant selected will be required to successfully complete a minimum of seven courses at the federal Pipeline and Hazardous Materials Safety Administrations (PHMSAs) Training and Qualification (T&Q) Center in Oklahoma City Oklahoma and other formal training as needed.


This is a full-time position (40 hours per week) with State Benefits including health insurance as well as retirement.

The salary grade for this position is NC21. State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position. If selected for this position a new salary will be recalculated taking into consideration the quantity of relevant education and experience funding availability and internal equity.   • Considerable knowledge of professional engineering theory techniques practices and procedures with the ability to apply state and federal rules and regulations governing the assigned area of work.

  • Ability to conduct and supervise inspections evaluate pipeline integrity and identify risks using instructor-lead training provided by PHMSAs Training and Qualifications Division.

  • Demonstrated leadership experience in recruiting motivating managing and retaining distributed remote teams.

  • Ability to communicate with operator personnel from field employees to senior management assisting them in meeting safety requirements and to address violations and noncompliances with firmness and tact.

  • Demonstrated managerial skills necessary to apply for and administer a federal grant which includes budgeting record-keeping and planning.

About the Utilities Commission

The North Carolina Utilities Commission (Commission) is an agency of the State of North Carolina (N.C.) created by the General Assembly to regulate the rates and service of all investor-owned public utilities operating within the State. Such utilities include electric natural gas water wastewater telecommunications and transportation companies. The Commission is the oldest regulatory body in State government and as previously indicated is charged by law with the responsibility of administering and enforcing the Public Utilities Act (Chapter 62 of N.C. General Statutes).

The primary purpose of the Commission is to regulate the rates and the quality of service of all investor-owned public utilities operating within North Carolina. The Commission presently regulates approximately 4800 investor-owned public utility companies throughout the State. These utilities include electric companies resellers of electric utility service local and long-distance telephone companies shared tenant telephone service providers four natural gas distribution companies one natural gas intrastate pipeline company carriers by bus and passenger brokers passenger carriers by ferry boat carriers of household goods water and sewer companies resellers of water and sewer services and other utilities engaged in providing miscellaneous utility services. The Commission currently sets rates governing the collection by jurisdictional utilities of an approximate total $14 billion in revenues annually.
