Job Summary

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water managing wastewater and stormwater and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEPs water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire a Construction Project Manager III (CPM-III) for a position with the Environmental Health and Safety Directorate within Core Services located in Valhalla New York.

Under direction of the Director of Environmental Health and Safety the CPM-III will assign and oversee EHS reviews of various projects that have potential impact to BWS staff facilities or infrastructure throughout the full geographic range of BWS. This is accomplished through various project phased elements including planning specification and bid document review contractor selection oversight of project contractor and/or consultant timely completion of project milestones and all other aspects associated with this task. Emergency response area includes the entire 2000 square mile watershed located both in New Your City and upstate. Typical response includes cleanup of chemical or petroleum spills at BWS operational facilities or on City owned property.
Under varying degrees of supervision this position acts as Manager of the Emergency Spill Response and Remediation Contract and related successor contract(s) and/or purchase orders assists in maintaining compliance with the Bureau Sump Order on Consent with NYSDEC and supports efforts to close-out the Order on Consent performs and/or oversees remediation work contamination delineation studies and cleanup verification sampling associated with historical contamination at Bureau buildings and lands assists the Bureau Asbestos Remediation Specialist in assessing asbestos containing material (ACM) & presumed asbestos containing material (PACM) collecting bulk samples conducting in-house minor abatement projects and providing contractor oversight perform special assignments participates on committees and mentors new staff as needed.

Additional responsibilities include:

-Working closely with other sections of the EHS Directorate to gain a better understanding of what other sections do and identify synergies gaps and redundancies.

-Develops work scopes technical contract specifications and bid documents for the purposes of hazardous waste remediation(s) and disposal of hazardous and non-hazardous chemicals and waste.

-Provides solutions to technical and contractual issues and concerns including but not limited to change orders cost overruns and subcontractor approvals.

-Ability to research and provide technical support on various EHS topics and issues as they arise lending expertise and interpretation on paths forward to support the Directorate and Bureau as may be assigned.

-Reviews specifications with Agency Contracting Office and modifies specifications where necessary. Coordinates chairs schedules and attends pre-bid conferences as well as other meetings that may be required to ensure proper contract management. Proactively and frequently schedule briefings (written or verbal) on specific projects to ensure the Director and other impacted parties are updated on progress and needs.

-Continuously works towards the close-out of the Order on Consent with NYSDEC.

-Under general direction develops work plans and HASP/SWPs schedules and performs remediation work contamination delineation studies and cleanup verification sampling at facility buildings and lands in a timely accurate and professional manner. Coordinates and works with Operations HazMat personnel when necessary to complete assigned work tasks. Documents work conducted and ensure copies of reports are provided to EHS and Operations staff as required and filed appropriately. Attends and completes all required training for hazardous materials response and remediation activities (i.e. annual HAZWOPER refresher RCRA asbestos and DOT).


Working Conditions:

-Work in a high-volume office.

-Be able to sit for prolonged periods of time; may require more than 20 hours per week at a workstation.

-Ability to walk and work outdoors in all types of weather including areas that are unpaved are highly vegetated and/or uneven terrain.

-Ability to work at operational and construction sites that contain mechanical and physical conditions such as cranes confined spaces generators chemicals and similar industrial components.

-Ability to don personal protective equipment (PPE) such as but not limited to: safety eyewear safety footwear hard hats safety vests hearing protection fall protection harnesses.

CONSTRUCTION PROJECT MANAGER - 34202


Qualifications :

1. A four-year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300000 for each of the five years of the required experience; or
2. One year of the experience as described in 1 above and a baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) in engineering engineering technology architecture architectural technology landscape architecture construction construction technology or construction management; or
3. One year of the experience as described in 1 above and a valid license as a professional engineer registered architect or registered landscape architect issued by a board of examining engineers architects or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4. A four-year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and a combination of at least two years of experience as described in 1 above and the education as described in 2 above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in 2 above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.

Note: Candidates must specify for each construction project they worked on: a description of the construction project the time period they worked on the construction project and the type of work they performed. Candidates must also specify the money allotted for the project.

Driver License Requirement: At the time of appointment to this position you must have a motor vehicle driver license valid in the State of New York. If you have moving violations license suspension or an accident record you may be disqualified. This license must be maintained for the duration of your employment.

5. For Assignment to Level II In addition to meeting the Qualification Requirements above candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in 1 above.
6. For Assignment to Level III in addition to meeting the Qualification Requirements for Construction Project Manager candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question 1 above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations license suspension or an accident record you may be disqualified.
