SUMMARY:
The Policy and Development Director will be based out of the Sacramento office and is responsible for leading the Foundations local state and federal legislative and policy advocacy efforts including the implementation and oversight of effective policy-focused engagement by staff. The position is a member of the Senior Management Team and is responsible for establishing and maintaining relationships with elected and appointed officials policy organizations and community partners while monitoring the status of legislative and policy proposals that impact the Foundations ability to promote the health and wellbeing of all addition the Director will help identify develop and/or advance funding opportunities with public and private sources including foundations government for-profit business partners and individual donors.
Essential Duties and Responsibilities
Policy & Advocacy
- Support the Executive Management Team to develop an annual policy priority framework while preserving sufficient flexibility to respond to emergent issues.
- Provide leadership and guidance for executive administrative and program team efforts to navigate and influence policy and administrative systems at local state and federal levels.
- Collaborate with community partners and other advocates to design and implement policy strategies to advance approved policy priorities.
- Educate and update Foundation and Center staff on policy reform opportunities and collaborate with program leadership to plan and execute responses in specific project areas.
- Cultivate and maintain strategic institutional and management team relationships with policymakers and government leaders.
- On an ongoing basis review refine and update the Foundations annual public policy framework to ensure relevance and responsiveness.
- Elevate and amplify the Foundation and Centers advocacy and system change efforts by organizing and participating in public education activities and supporting the development program staff testimony.
- Develop a vision for and build the Foundations in-house policy practice institutionalizing the approach throughout both Foundation and The Center.
- Support and/or participate in legislative hearings administrative advocacy and regulatory proceedings in variousjurisdictions.
- Attend and present at relevant convenings conferences webinars panels and other opportunities to learn about emerging policy issues to expand the Foundations network and reputation.
- Ensure compliance with all legal and lobbying requirements as appropriate.
- Convene and facilitate meetings and working groups with the social determinants of health in focus with coalition partners experts advocates business organizations associations outside counsel and others to develop relationships strengthen networks to address barriers to equity-centered policy.
- Foster and implement information sharing and insights on state and federal regulatory issues with coalition partners aiding in the translation of complex and technical issues.
- Track pertinent policy and regulatory dockets and identify opportunities for strategic engagement.
- Manage the budget for The Center at Sierra Health Foundations policy advocacy and lobbying ensuring compliance with regulatory requirements.
- Prepare and submit quarterly lobbying activity reports to relevant agencies.
Development
- Grow and maintain a portfolio of Foundation partnerships with executive and senior management teams and cultivate new strategic relationships.
- Generate quarterly philanthropic reports and track metrics on all development and fundraising activities.
- Track developing local state and federal health initiatives to identify potential funding partnerships.
- Devise and execute media and communications strategies for advocacy campaigns in coordination with the Communications Department.
- Build strategic alliances with key public officials Foundation stakeholders community partners and prospects to advance the Foundations goals and initiatives.
- Represent the Foundation and Center at public forums committees and other venues.
- Actively participate in capturing developing sharing and effectively using knowledge.

Qualifications

Education and/or Experience
- A masters degree in public policy health or administration and/or equivalent experience preferred.
- At least seven (7) years of experience in public policy public health electoral campaigns or related field; experience with legislative and/or executive branch preferred.
- At least two (2) years leading legislative and policy reform campaigns.
- At least five (5) years of experience specifically in state and/or local policy ideally with health determinants as a focus.
- Proven fundraising experience including securing foundation grants and major-gifts donors required.
- Experience working in diverse coalitions to advance common legislative agendas; direct experience coalition management is a plus.
CERTIFICATES LICENSES REGULATIONS
Must have a current valid drivers license and be insurable under the foundations insurance policy. Must have a reliable vehicle to perform various in-field tasks.
LANGUAGE SKILLS
- Excellent oral and written communication skills including public speaking presentation and group facilitation skills.
- Ability to read analyze and interpret common scientific and technical journals financial reports and legal documents.
- Ability to respond to common inquiries from members of the philanthropic and business community.
- Ability to write speeches and articles for publication that conform to prescribed style and format.
- Ability to effectively present information to top management public groups and/or Board of Directors.
- The ability to speak read and write in another language is desirable.
COMPUTER SKILLS
- Must be proficient in Windows Microsoft Office Outlook database software Adobe Acrobat and internet use.
- Ability to learn and/or experience with cloud-based systems; examples include Salesforce Concur Zoom Teams Mailchimp and Constant Contact.

COMPENSATION AND BENEFITS
Sierra Health Foundation offers a competitive salary and comprehensive benefits package.
- Salary: The hiring range for this position is $169700 to $200000 annually. In alignment with our commitment to pay equity and transparency we do not consider salary counters above this range.
