At Catapult we are supporting our member Crowder in their search for an Employee Services Director. This is an onsite role in Charlotte NC.

Position Overview

The Employee Services Director plays a critical leadership role in ensuring the effective delivery of employee personnel and benefits services across the organization. Reporting directly to the Vice President of Employee Services and People Development this role provides both strategic oversight and hands-on direction to ensure regulatory compliance operational excellence and a positive employee experience from onboarding through separation.

This position leads a team of two managers and three coordinators and serves as a key partner to Payroll Safety Risk Management Division Leadership and executive leadership.

Strategic Oversight:

  • Ensure the ongoing effectiveness and compliance of personnel services benefits programs and employment-related policies and procedures
  • Maintain compliance with all applicable federal state and local regulations including DOL EEOC DHS IRS DOT and related agencies
  • Support the development maintenance and enforcement of employee handbooks policies and standard operating procedures
  • Serve as a trusted advisor to leadership on employee services benefits strategy and compliance matters

Key Responsibility Areas:

Employee Services Leadership:

  • Lead mentor and develop the Employee Services management team fostering a culture of accountability collaboration and continuous improvement
  • Ensure timely clear and accessible employee communications including Spanish-language support as needed
  • Oversee performance feedback development planning and recommendations related to promotions merit and pay equity
  • Implement performance improvement initiatives to enhance service delivery while controlling cost and administrative burden

Personnel Services (Onboarding Through Separation):

  • Oversee personnel processes including onboarding I-9/E-Verify drug testing unemployment claims employee records and regulatory reporting
  • Partner closely with Payroll to ensure accurate and timely payroll processing including direct deposits job changes terminations and corrections
  • Support compliance with prevailing wage and Davis-Bacon/DBRA requirements including fringe benefit administration
  • Maintain accurate trade codes and position descriptions aligned with compensation EEO and FMLA requirements
  • Ensure consistent and fair administration of employment practices and handbook policies

Benefits Administration:

  • Provide leadership oversight for all health and welfare benefit programs including medical dental vision FSA HSA life STD/LTD wellness and other value-added benefits
  • Lead annual open enrollment and ongoing benefits administration ensuring employees understand the full value of their benefits
  • Oversee compliance activities including ACA reporting (1094/1095) Form 5500 filings required notices and plan documentation
  • Partner with the VP of Employee Services and the 401(k) Committee to ensure compliance audits testing and participant education for the retirement plan

Compliance & EEO Support:

  • Support the execution and ongoing compliance of Crowders Equal Employment Opportunity Plan
  • Coordinate required postings reporting and fair pay analyses as requested
  • Assist with investigations and sensitive employee relations matters as needed

Skills Knowledge Qualifications & Experience:

  • Bachelors degree in Human Resources Business Administration or a related field or equivalent combination of education experience and certifications
  • Minimum 5 years of experience managing employee personnel and benefits functions
  • Strong working knowledge of employment and benefits-related laws and regulations
  • Advanced HR certification preferred (SPHR SHRM-SCP or CEBS)
  • Experience in construction manufacturing or skilled-trades environments strongly preferred
  • Proven leadership experience managing teams and complex cross-functional processes
  • Advanced proficiency in Microsoft Office and HRIS/payroll systems
