Description of Work
The Retirement Compliance Specialist provide subject matter expertise on RSDs retirement processes statutory provisions research of complex retirement issues return to work violations communicating policy initiatives and change in legislation through counseling researching and mediating as well as responding to time sensitive and complex inquiries from active and retired state and local employees beneficiaries employing agencies court systems and the general public. This position also performs investigations related to return to work fraud waste and abuse and forfeitures of benefits due to felonious activity and conviction. The position conducts employer training provides retirement counseling for retirement system members and employers answers retirement and benefit related correspondence and e-mail inquiries develops final agency decisions and processes felony forfeitures writs subpoenas and other legal documents. The position requires autonomous decision-making and strategic communication regarding complex matters with management review and evaluation often occurring after the communication.Knowledge Skills and Abilities/Management Preferences
Recurring Processes
Educates counsels and advises on the RSDs programs eligibility requirements payment options and provisions to members their dependents and other parties involved in of their retirement benefits.
Provides counseling to members agencies and constituents in a variety of organizational structures requiring knowledge of personnel regulations and practices.
Provides explanations of changes made to legislation processes and/or benefit calculations.
Acts as a liaison between RSDs benefit processing and member services teams while maintaining a respectful attitude with all levels of staff and management ensuring that the professional qualities are easily recognized and appreciated.
Performs an in-depth evaluation of complex issues and determinations which have been appealed to determine if the initial findings are correct. Drafts response to employer member retiree and/or other obligors stating findings collaborating with legal team RSDs management team and other State and Law Enforcement Agencies when warranted.
Legal Processes
Assesses individual situations impacting retirement benefits then explains and applies interpretation of State law as it applies to the situation to legal team.
Receives and prepares responses to subpoenas Writs and bankruptcies that may have a variety of purposes ensuring that proper processes and procedures are followed.
Reviews prepares responses to and resolves issues relative to Return to Work violations.
Reviews prepares and resolves Felony Forfeiture cases.
Position is responsible for gathering the necessary information on an overpayment situation and communicating with the member on the repayment options. Using the repayment guidelines staff use tact and diplomacy to assist the member as best as possible within the available framework.
Assists Legal team in the assessment and resolution of high-level complex cases.
Acts as liaison and coordinator between DST Compliance and RSD departments in yearly reviews of RSDs Policy and Procedures.
External Collaboration
Utilizes the comprehensive and progressive knowledge of information to aid staff with complex and varied cases.
Provides technical assistance to agencies and HR professionals (HBRs) on the various system process eligibility and benefit features. Such topics include Disability Death Case processing Employer Reporting Return to Work Employer Penalties and coordination between teams to resolve member and/or employer issues.
Research Identify Investigate
Objectively analyzes complex situations and communicates the various courses of action to resolve the situation
Is responsible for probing until all assumptions are eliminated reviewing all notes and details in RSD systems working with other departments as needed to determine facts and cause of the situation and then thoroughly and accurately explaining the situation in a way that is comprehensible before providing solutions.
Communicates information thoroughly and effectively by composing and preparing written responses to letters emails and telephone requests from members agencies constituents court systems and other external customers.
Thoroughly researches complex benefit provisions regarding statutory and regulatory changes since the date of the change can alter the outcome or the benefits available.
Reviews analyzes and interprets incoming high profile and often critical correspondence to determine appropriate action and assists others as needed.
Research analyzes and processes in depth reviews and analyses and takes appropriate action on all Fraud Waste and Abuse reports to RSD.
Provides reviews of RSD processes and recommends changes in policies procedures and processes.
Takes a comprehensive progressive knowledge of information and builds upon it to assist sections with process changes Conducts ongoing cross-training of staff assigned to assist with but not limited to felony forfeiture cases return to work violations and completion of legal documents.
Ongoing Training & Development Works with leadership to determine an individual development plan and completes assignments by the established deadline.
Prepares for and actively participates in training and coaching conducted by the manager staff developer or anyone assigned to assist by leadership including all computer and mandatory classes as assigned (online LMS privacy and security videos).
Effectively trains and counsels others (both members and other RSD staff) on understanding statutes and on any other retirement/benefit issues as requested or needed.
Participates in peer-to-peer training and coaching.
Demonstrates continued growth in all areas of job expectations and assignments while also actively participating in team challenges engagement activities.
Is responsible for understanding information communicated during training counseling sessions as well as in the digital quick reference guide and all desktop guides and manuals. All staff must keep up with regular changes.
Team Support and Other
Creates and prepares presentations as assigned Documents all work actions and conversations thoroughly and accurately.
Assists with the creation or improvement of forms templates legal presentations social media posts desk top guides and publications as needed.
Works with leadership to assist with providing hot topics trends and other ideas of interest for monthly articles helpful videos and website edits that will assist members and employers in quickly acquiring the information in which they are looking.
Participates in process improvement assignments.
Provides support to other departments within RSD by following up on requests timely.
Participates in agency-wide activities meetings and training events.
Protects the security of all members by following all verification processes as communicated and by immediately reporting anything out-of-the-ordinary.
Reviews analyzes and processes any assigned fraudulent activity. Takes responsibility for punctuality and dependability seriously ensuring that members are served timely and that all team members benefit from everyone pulling their weight.
Performs additional duties as assigned to provide support to the department and the division.
