Job Summary

Background
MTR Corporations Procurement and Supply Chain (P&SC) function oversees circa HKD 20 billion annual expenditure with over 3000 suppliers across a diverse range of spend categories supporting HKTS BU (rail operations) HK Property BU (commercial malls and residential estates) and Corporate Functions stakeholders.

P&SCs Center of Excellence (CoE) team is responsible for planning and implementing the functions 2.0 Transformation Strategy and initiatives driving the development of core capabilities (organization/talent/competencies supply chain/third party risk management frameworks policies/processes standards/practices knowledge/analytics and systems/innovation) across P&SC category delivery teams.

Job Summary
We are seeking an experienced professional to join P&SCs CoE team as the CoE Senior Manager. Reporting to the CoE Procurement Head the successful candidate will play a critical role in supporting the CoE Procurement Head and P&SC senior leadership team in defining and implementing P&SCs strategic priorities enhancing governance mitigating supply chain risk increase procurement benefits and drive continuous improvement initiatives that maximizes P&SCs value impact to the business.

Responsibilities

  • P&SC Strategic Priorities

    • Support the execution of the strategic direction for P&SC CoE ensuring alignment with the P&SC Transformation Strategy 2.0 and goals of the P&SC leadership team

    • Lead the planning development and implementation of P&SC Transformation Strategy 2.0 initiatives to uplift the functions delivery capabilities across people processes data and technology

    • Provide outside-in insights and expertise on procurement & supply chain leading practices addressing the organizations goals needs and challenges

    • Contribute procurement and supply chain thought-leadership and practice expertise working with the P&SC Procurement Heads to formulate and implement capability uplift initiatives

  • Knowledge Management and Digital Enablement

    • Define and implement central knowledge hub to enable effective sharing of procurement intelligence across P&SC category teams business stakeholders and MTR global hubs

    • Partner with Digital Enablement team to deploy tools that support governance and excellence (i.e. the link between policy/framework and reporting).

  • Policies Practices and Methodologies

    • Review and optimise policies processes and procedures to ensure agile and risk-based procurement delivery whilst addressing WTO/GPA principles and requirements

    • Plan develop and delivering training on procurement and supply chain standards and leading practices for adoption by P&SC category delivery teams (e.g. demand management category planning supplier & supply chain risk management sourcing strategy development/execution commercial & contract negotiations Supplier Relationship Management Sustainable Procurement etc.)

    • Drive the integration of best practices and innovative solutions into procurement and supply chain processes to foster agility and responsiveness to changing business needs

    • Establish methodologies and frameworks to standardize risk-based/agile processes and promote best practices across all procurement and supply chain operations

    • Create tools templates and guidance materials for use by procurement and supply chain professionals throughout the organization

  • Supply Chain Risk Management (SCRM)

    • Lead the development and application of risk management practices across the procurement & supply chain lifecycle.

    • Develop implement and roll-out new SCRM framework components (processes controls data tools/systems management reporting).

    • Centrally oversee and coordinate risk management activities and reporting across P&SC delivery teams (i.e. Risk Register KRIs and Risk Committee reporting)

    • Ensure suitable risk control measures are defined and implemented to pro-actively identify assess and mitigate supplier and supply chain risks for strengthened business resilience.

    • Leverage new digital platform and data analytic capabilities to enhance SCRM strategy planning and execution

  • Operational Excellence and Continuous Improvement

    • Monitor and report on the P&SC functions Key Performance Indicator (KPI) delivery against annual targets

    • Identify pain points and/or opportunities for process improvements cost reduction and operational efficiencies within the supply chain utilizing advanced analytics and digital tools

    • Utilize data analytics and performance metrics to evaluate effectiveness and inform strategic decision-making directly addressing the needs of internal business stakeholders across various divisions

    • Lead practice benchmarking against industry standards

  • Business Partnering and Change Management

    • Champion organizational change in the transition to business partnering strategic procurement and procurement & supply chain excellence

    • Define and develop Business Partnering approach/practices across P&SC category teams to strengthen engagement with business stakeholders and drive alignment of business and procurement goals fostering collaboration and trust

    • Lead change management initiatives associated with procurement and supply chain transformation ensuring smooth transitions and adoption of new practices processes and technologies

    • Develop strategies to communicate and promote procurement initiatives effectively across the organization addressing resistance and facilitating readiness for change

  • Training and Development

    • Develop and implement training programs and workshops focused on best practices change management and technologies to enhance the skills and capabilities of procurement and supply chain teams within the P&SC function

    • Foster mentoring and coaching within P&SC promoting a culture of learning and development that supports both individual growth and broader transformation initiatives

Requirements

  • Degree in Business / Procurement and Supply Chain or a related discipline

  • A minimum of 12 years experience in procurement & supply chain roles of which at least 4 years in managerial or team leader position

  • Prior experience in CoE and capability development planning/execution preferred and with exposure to variety of procurement practices in different organizations or industries

  • Demonstrated knowledge of Supply Chain Risk Management and/or ESG-Sustainable Procurement practices a distinct advantage

  • Strong business acumen and professional integrity with good analytical leadership and stakeholder management skills

  • Excellent communication presentation and interpersonal skills for effective engagement with stakeholders and internal customers

  • Excellent leadership and change management skills with the ability to influence stakeholders at various levels of seniority

  • Good command of written and spoken English proficiency in Cantonese/ Putonghua is an advantage
