The DISA J3/5/7 Cyberspace Operations Senior Leader serves as a senior strategic advisor and technical expert and coordinator across DISAs global organizations. Provides specialized expertise and knowledge needed to plan decide and direct DISAs Cyberspace operations. Maintains knowledge and ability to lead the workforce executing complex functions and diverse activities over an extensive global footprint. This position reports directly to the Director of J3/5/7 and works in close coordination with both DISAs and the Department of Defense Cyber Defense Command (DCDC) to drive the development of a comprehensive operational picture of the Agencys strategic plan Directors vision and cyberspace operational requirements.
Major Duties and Responsibilities include but are not limited to:
Operations Analysis: Conducts comprehensive operations analysis across the Agency and with subordinate organizations. Drives a cyber common operational picture (CYBERCOP) for Senior leaders and staff to facilitate Command and Control (C2) of Agency missions within the Cyberspace Domain. Conducts comprehensive assessments of operational data from all DISAs organizations synthesizing technical findings into clear and succinct products for senior leadership decision making resulting in clear direction to subordinate activities.
Global Operations Assessments: Maintains situational awareness and monitors cyberspace operations across DISAs worldwide footprint assesses service delivery patterns and operational readiness metrics in support of combatant commands and mission partner requirements.
Mission Partner Technical Liaison: Serves as principal technical liaison with DOW Chief Information Officer (CIO) Joint Staff Office Secretary of War (OSW) and other mission partners articulating capability integration requirements and recommendations to secure operate and defend DoW Cyberspace capabilities.
Drives Technology Integration Assessments: Conducts technical assessments of emerging technologies providing recommendations for maneuvering within and to gain and maintain advantages in the Cyber Domain.
Conditions Of Employment
1. The incumbent must be eligible to obtain and maintain at minimum a Top Secret security clearance.
2. This position requires the incumbent to have regular and recurring access to Top Secret information in the performance of official duties where the loss or compromise of such information would cause serious damage to National Security.
3. This position is a Testing Designated Position which requires the incumbent to submit to random testing of urine and illegal drugs or substances.
4. Incumbent is required to comply with the provisions of the Ethics in Government Act Public Law 95- 521 as amended which requires the submission of Financial Disclosure Statement SF 278 upon assuming the position annually and upon termination of employment.
To meet the minimum qualification requirements for this position you must demonstrate that you possess the Technical Qualifications and other qualifications if applicable listed below.
TECHNICAL QUALIFICATIONS (TQ): You must show how you possess the TQs within your two-page resume. Failure to meet the two technical qualification requirements automatically disqualifies an applicant.
TQ1 - Demonstrated experience leading large-scale technical solutions across multiple organizational boundaries with a focus on cyberspace operations communications systems computing platforms and mission partner environments in support of the full spectrum of national security missions.
TQ2 - Extensive experience in analyzing and assessing Command and Control (C2) systems that integrate secure endpoint services global communications hosting platforms and compute operations.
SENIOR PROFESSIONAL (SP) QUALIFICATIONS: Work experience should demonstrate the ability to negotiate with senior leaders and subject matter technical experts of the federal military services private industry and/or academia to arrive at acceptable technical and business solutions and agreement on highly complex and possibly controversial information technology issues; and Stature in the profession as indicated by memberships and activity in professional associations honors awards and other recognition and leadership in national and international professional communities. Experience reflects contributions and a very positive professional reputation as evidenced by successfully executing risk management information assurance and authorizing official activities and taskings in a large cyber or IT organization.
