Job Insight
We are seeking an experienced Senior Buyer to support procurement operations through a six-month temp-to-hire engagement. The ideal candidate will bring strong expertise in public-sector procurement competitive sourcing solicitation development and compliance with procurement policies and legal requirements. This role requires the ability to lead complex acquisitions provide strategic procurement guidance and ensure fair transparent purchasing practices.
Key Responsibilities:
- Review and evaluate departmental procurement requests for appropriateness competitiveness and compliance with institutional policies and applicable laws.
- Provide technical procurement guidance including sourcing strategies solicitation development and evaluation criteria.
- Lead complex acquisitions by conducting market and industry research issuing RFIs and preparing competitive solicitations.
- Manage fair and transparent evaluation and award processes in accordance with procurement regulations.
- Serve as a non-voting chair for evaluation committees to maintain integrity compliance and consistency in the selection process.
- Review and assess sole-source justifications recommending specification updates to promote competition when feasible.
- Collaborate with executive leadership Risk Management and Small Business offices on supplier participation insurance requirements bonding and related matters.
- Support protest hearings dispute resolution efforts and procurement-related issue management.
- Act as a departmental representative when needed preparing procurement reports agenda materials and bid calendar documentation.
- Deliver presentations and provide subject-matter expertise across procurement functions while supporting strategic sourcing initiatives.
Qualifications:
- Prior experience as a Senior Buyer Procurement Specialist or similar procurement role.
- Strong knowledge of public procurement policies competitive bidding and compliance requirements.
- Experience in higher education procurement is strongly preferred.
- Proven ability to manage complex sourcing activities solicitations and contract award processes.
- Excellent organizational analytical and communication skills.
- Ability to work effectively with leadership cross-functional departments and external suppliers.
- Proficiency in Microsoft Office (Excel Word PowerPoint) and procurement systems.
