SEXUAL ASSAULT RESPONSE COORDINATOR (SARC) (Title 5)

As a SEXUAL ASSAULT RESPONSE COORDINATOR (SARC) GS you will:

.This position is located at the Wing in a Non-IRC Funded position. The Sexual Assault Response Coordinator (SARC) is the single point of contact to coordinate response activities when a sexual assault is reported within their area of responsibility (AOR).Responsible for assigning monitoring managing and documenting victim assistance and advocacy activities performed by the Sexual Assault Prevention and Response (SAPR) Victim Advocates (VA) at the tactical (e.g. command) level SARCs will serve as team leads for SAPR VA teams. SARCs are authorized to perform sexual assault victim advocate duties and will provide a non-clinical response that is trauma-informed gender-responsive culturally competent and recovery-oriented. Incumbent will be notified of all reports of sexual assault within their AOR. SARCs will report to be supervised and evaluated by and have direct and unimpeded access to the Supervisory Principal will also have direct and unimpeded access to the Commander when acting on behalf of the Supervisory Principal SARC or when a victim is experiencing a safety issue.

• Within 60 days of appointment to a Position of Trust and Moderate Risk; the employee must have a favorable completion and award of a Tier 3 background investigation.
• Within six (6) months of appointment must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate. An active D-SAACP certification must be maintained for this position.
• May be required to carry an electronic device (cellular phone) to facilitate immediate access for response to reported sexual assaults.
• The position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
• Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
• The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
• This position is designated as Essential Personnel and may be subject to duty in preparation for or in response to a state emergency or disaster declaration.
• Ability to establish effective professional working relationships with coworkers and customers contributing to a cooperative working environment and successful accomplishment of the mission.
• Incumbent must be able to work other than normal duty hours to include evenings weekends and holidays on an on-call or rotational basis.
• On-call/rotational status requires that SAPR VA work hours could vary to include a requirement to be available 24/7 to respond to calls received via the helpline from law enforcement or from the military treatment facility or local hospital.
• This position may require temporary duty (TDY) business travel up to 25% of the time. Must possess a valid drivers license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
• Continuously maintain clearance as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional.
• Incumbent must maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03 as a condition of employment.
• In the event that D-SAACP certification expires is suspended or is revoked the individual is not authorized to serve in any SAPR position or perform SAPR duties until D-SAACP certification is reinstated.
• Failure to maintain certification may result in disciplinary and/or adverse action up to removal from federal service.

Qualifications

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Bachelors degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts.

OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts.

OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic requirement above to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade level. Experience education or training analyzing problems identifying significant factors gathering pertinent data and recognizing solutions; preparing reports plans policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel or substantive administrative support functions.

• Knowledge of DoD and Service specific programs and structure along with local state federal and military laws; regulations; policies; and executive orders pertaining to sexual assault victim advocacy sufficient to plan organize implement and carry out the components of a SAPR program.
• Knowledge of accepted practices and procedures associated with victim advocacy social services delivery systems principles and behavioral theories relating to victim advocacy sexual assault and other acts of interpersonal violence.
• Knowledge of essential support and advocacy services liaison resources community networks and best practices for aiding victims of sexual assault adhering to established procedures.
• Knowledge of training and education techniques to implement and deliver sexual assault training and brief installation leadership SAPR VAs first responders and other stakeholders on the policies practices procedures issues and concerns associated with sexual assault and victim advocacy.
• Skill in assessing installation program needs to accomplish goals and objectives evaluating program results and effectiveness and recommending and/or implementing solutions for improvements.
• Knowledge of complex organizational dynamics impact of management styles organizational cultures and ethics sufficient to identify and propose changes that resolve systemic problems.
• Knowledge of the available military and civilian resources on-installation and off- installation what each resource can provide for a victim and limitations and/or exceptions to confidentiality that may apply for to each resource.
