Full Year Position 40 hours a week 7:00-3:30 p.m.
Position Purpose:
This position provides day-to-day human resource functions at the Greater New Bedford Regional Vocational High School. This position is responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control; performs all other related work as required.
Essential Functions:

- Perform all human resources related functions from recruitment to retirement.
- Prepare all employee job offers create and update all employee personnel files enter all new/terminated employees into Aspen Trello Munis GASB Data listing etc.
- Conduct exit interviews for employees who are retiring or resigning.
- Post/close job/stipend/club openings on recruitment websites and internally. Process applications and schedule interviews and draft interview questions and responses to applicants.
- Update listing of teacher licenses non-professional teachers/mentors and apply for waivers.
- Inform all new/current/retired employees of their employee benefits as stated in Employee handbook/union contract update Employee Handbook and crisis manual keep file of receipt of handbook.
- Review salary step/cost of living increases and calculate payouts for employees/retirees and enter all yearly salary changes/new hire salary information and payroll deductions into Munis and prepare files for audits.
- Enroll & update all insurance and retirement benefits for employees and retirees. Process and document all notices associated with COBRA for eligible employees and dependents per current State & Federal laws.
- Enroll/change/terminate employee insurance information with insurance carriers. Review and submit all invoices for payment from Insurance companies. Prepare invoices for Retiree insurance; record and submit payment. Enroll and update retiree insurance premiums with MTRS and New Bedford retirement system.
- Keep up to date listing of all employee and retirees job title address and telephone numbers for Administration and Union.
- Process all life insurance death claims beneficiary changes and yearly data census for all enrolled employees/retirees.
- Update and prepare Salary/Sick/Vacation pay out for Accountant/Auditor Update and prepare GASB 45
- Prepare employee sick/vacation/etc. history based upon Districts Personnel handbook/union contract. Prepare cumulative spreadsheet for Administration and DESE.
- Responsible for recruiting and conducting orientation for substitute teachers
- Process all employee criminal background checks to determine suitability for all employees/applicants. Keep confidential logs of all employees/applicants Criminal History information and send out suitability letters.
- Prepare retirement applications for MTRS and New Bedford City Retirement Research number of hours/years and salary information for buyback of time from MTRS and New Bedford City Retirement.
- Prepare requests for verification of employment and/or salary history from outside agencies.
- Maintain monetary amounts for health insurance premiums of all employees and retirees for W-2 input.
- Prepare and upload all mandated end of year Employer Provided Health insurance offer/coverage to employees and the IRS per ACA regulations including the creation and distribution of 1095C forms.
- Verify copy and prepare cash/check deposits for School Accountant collected in connection with employee or retiree benefits.
- Document and report all work-related injuries ensure employees receive necessary
safety information medical treatment and are returned to full work duties as quickly as possible.
- Prepare state and federal reports regarding personnel and creditable coverage for insurance disclosure to CMS quarterly reporting of MA Workforce DUA & HIRD statements.
- Keep abreast of all new regulations & laws regarding HR/insurance/employee rights may act or assist as Human resource representative on employee relations issue may document and investigate any Equal Opportunity/Civil Rights/Harassment complaints.
- Performs similar or related work as required directed or as situation dictates.
Recommended Minimum Qualifications:
Education Training and Experience:
Associate or bachelors Degree preferred; Five or more years of Human Resources experience with a school or municipality or related field preferred; experience working with human resources and payroll software systems Frontline and MUNIS experience preferred. Experience working in a unionized environment and public administration or any equivalent combination of education and experience.
Knowledge Ability and Skill:
Knowledge: General office knowledge working knowledge of the school administration process basic knowledge of the functions of municipal government basic understanding of the interaction between local government and state government working knowledge of business administration best practices general office procedures and applicable local state and federal laws. Basic knowledge of Microsoft Suite Google Suite Aspen Accounting Munis and general office equipment.
Ability: Ability to plan organize and collaborate with others ability to communicate effectively ability to establish and maintain effective working relationships with all school employees students teachers parents and vendors ability to recognize school-wide priorities and work cooperatively to support their accomplishment ability to prioritize multiple tasks and deal effectively with interruptions occasionally under time pressure ability to operate a computer and proficient in the use of MS Office applications and database applications.
Skills: Excellent customer service organization skills and time-management skills excellent written and verbal communication skills excellent computer skills including MS Office applications Skill in the use of the above mentioned equipment. Must be organized and able to multi-task.
