The primary purpose of this position is: To develop review coordinate and execute the National Guard Bureaus Emergency Action Center component of the Emergency Management program plan in support of the Continuity Program Management Office Operations Directorate at the National Guard Bureau.


Duties

Duty 1: Works under the direction and guidance of the Office Chief NGB-J3 in executing the operations and activities of the continuity program management office and Emergency Action Cell (EAC).

Duty 2: Conducts NGB EA assessment and interprets and analyzes assessment results. Evaluates EAC program to ensure compliance with established guidance.

Duty 3: Serves as the central point for NGB Emergency Action Center Nuclear Command Control and Communications (NC3).

Duty 4: Analyzes and optimizes the CNGB EAC training program. Trains and exercises senior leadership on roles and procedures during national event conferencing NLCC construct and NG strategic equities.

  • The incumbent is subject to short or no-notice recall to duty for emergency situations or exercise.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours evenings weekends and/or holidays.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • May require occasional travel to relocation and /or training sites. During National Emergency this position may be required to deploy up to or beyond 60 consecutive days.
  • This is a Key position. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve.
  • The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI) other intelligence-related Special Sensitive Information.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences meetings or functions away from the duty office/location. Travel may include overnight stays.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of DoD Mission Assurance policies and procedures; Comprehensive knowledge of military adaptive planning process and comprehensive knowledge of Joint Risk Analysis Methodology; In-depth knowledge of policies regulations strategies and precedents to research develop and advocate war fighting concepts and to advise other organizations and units both internal and external. Knowledge of of NGB asset management principles NGB capabilities the application of resources and DoD theories policies directives and procedures in personnel manning and equipment supporting and enabling NGB responses to national level emergencies.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

1. Knowledge of the policies principles concepts guidance procedures techniques and methodologies pertaining to National Continuity Policy National Leadership Command Capability &Strategic Command Control & Communications.
2. Knowledge of the mission roles functions organizational structures and operation of DOD and Interagency organizations to provide command level staff guidance and/or National Continuity Policy National Leadership Command Capability & Strategic Command Control & Communications.
3. Ability to assist in the planning organization and execution of operations of the Emergency Action Cell.
4. Ability to analyze plan and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate both orally and in writing clearly concisely and with technical accuracy.
6. Knowledge of The National Strategy for Homeland Security and Presidential Policy Directive #8(PPD8) provide the foundation for the formal Federal Government response through frameworks such as the National Disaster Recovery Framework (NDRF) the National Response Framework (NRF)National Mitigation Framework (NMF) and the National Incident Management System (NIMS).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
