Vancouver Coastal Health is looking for a Clinical Operations Manager to join the Mental Health & Substance Use (MHSU) team in Vancouver. Reporting to theVCHOperations Directoron the Vancouver Community teamthe Clinical Operations Manageris responsible forproviding clinical and operational leadership to the Vancouver Assertive Community Treatment (ACT) program.

The successful applicant comes with strong leadership skills and experience inleading clinical teamschange management team development andbudget oversight.

Assertive Community Treatment (ACT)

ACT teams bring health care and life-skills support to clients; all of whom would have difficulty arranging and keeping appointments with traditional office-based health care practitioners. ACT uses a trauma informed approach to promote recovery through community-based treatment and rehabilitation. The ACT teamsstrivesto reduce the number of contacts between police and their clients with severe and persistent mental health conditions and substance use concerns.

As aManager Clinical Operationswith VCH you will:

  • Provide clinical and operational leadership to frontlineinterdisciplinaryclinicalcare teams in ahealth program that directly supervises at a minimum Nurses at the Level 4 or 5 classification/wage rate.
  • Be responsible fordelivering services throughtransdisciplinaryteams in an outreach focusedcommunity-based setting.
  • Provide leadership and direction for operations management planning implementation and evaluation of services and activities related toutilizationand risk management and quality improvement of the clinical program/department.
  • Play a critical role addressing the ongoing issues/needs of clients and their familieswhilesupporting clienttransitions in their continuum of care includingacute tertiary ACTand other communityhealthcare environments.
  • LeadtransdisciplinaryACTteams workingas a team player with colleagues and co-workers and in collaboration with key internal and external stakeholders to achieve excellence in client and family centred careeducationand research.

Qualifications

Education & Experience

  • Baccalaureate (Masters preferred) in a relevant clinical professional area with seven (7) to ten (10) years recent related clinical and progressive leadership experience including direct supervisory experience.
  • Current registration/membership with a recognized professional association.
  • Basic computer literacy with word processing spreadsheet and/or database programs and ability to utilize a computerized patient care information system required.

Knowledge & Abilities

  • Demonstrated ability to collaborate with internal and external stakeholders to develop manage and evaluate clinical programs considering client needs service delivery interrelationships and service potential within a complex environment.
  • Demonstrated knowledge of budget and financial management overtime and sick leave management and workforce rotation and staffing design is considered an advantage.

  • Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens.
  • Practices the recognition inclusion and support of all types and aspects of diversity at all stages of engagement with an understanding of the issues faced by people from equity-deserving groups.
  • Demonstrated ability to understand available resources for program/department and keeps quality in the forefront of all resource utilization decisions; provides feedback and detailed analysis on budget variances and makes recommendations for corrective action.
  • Demonstrated ability to facilitate collaborate and negotiate for effective resolution of human resource issues.
  • Demonstrated ability to foster collaborative working relationships to support the professional practice and ongoing development of staff.
  • Demonstrated ability to promote development of clinical research opportunities to ensure evidence-based practice within an interdisciplinary team-based environment.
  • Physical ability to perform the duties of the position.

The hours of work including days off and work area may be subject to change consistent with operational requirements and the provision of the Collective Agreement and applicable statutes.
