Continuous Improvement & Quality Assurance Manager

We are ready to take this game to the next level and need someone passionate to lead and/or assist in the development coordination and implementation of best practices across the procurement function. The role will identify areas of potential process improvement and proactively develop and implement best practices in those areas. The role oversees the day-to-day management implementation configuration and optimization of procurement monitoring tools in alignment with departmental policies procedures. The role provides subject matter expertise to the procurement department and broader organization within area of accountability. The role will be primarily responsible for supporting Enterprise Procurements procurement and contract lifecycle management system to ensure accurate data entry for high quality reporting via workflow management and automated compliance checks aligned with OLGs Enterprise Procurement Policy. Key responsibilities include automating processes through workflow design monitoring lifecycle record progression improving data integrity managing stakeholder engagement and ensuring smooth integration with new technologies and system upgrades.

YOUR ROLE IN THE GAME

Reporting to the Director CI & QA you will be empowered to:

Process & Procedural Management

  • Contribute to the documentation of all procurement processes throughout the source-to-pay process and ensure documentation is continuously accessible to all procurement professionals.
  • Support and/or lead procurement process improvement workshops and/or projects.
  • Collaborate with procurement leaders and subject matter experts to identify challenges and opportunities and provide recommendations to streamline / improve existing processes and technologies.
  • Support LEAN methodology adoption and focus to innovate new ideas to improve existing departmental processes and procedures.
  • Support the development and maintenance of appropriate workflow designs for various procurement-related processes.
  • Management and maintenance of repository of all applicable template documents and tools pertaining to predominant sourcing processes and procedures (e.g. RFP RFQ SSR RFI NC etc.) and form contract types (e.g. MSA SOW NDA etc.)
  • Actively communicate with all procurement team members and business users to constantly receive feedback on procurement processes procedures tools order to recommend and implement improvement initiatives.

Systems & Tools / Data Management

  • Support the development maintenance support and ongoing optimization of key departmental system tools (Salesforce and Microsoft D365 F&O); providing subject matter expertise to procurement department staff (and enterprise D365 users as required).
  • Identify the enhancement and/or implementmentation of departmental procurement-related technologies to: (a) monitor the health of procurement processes/procedures; and (b) ensure key data is being captured.
  • Develop and deliver training of monitoring tools to effectively enable user understanding adoption and engagement with applicable business systems.
  • Support and conduct maintenance to all procurement technologies ensuring that it best assists procurement professionals in their day-to-day operations and provide first level technical support escalate significant issues to Enterprise Technology as required and partner in the resolution
  • Conduct review and advise on accuracy of data records within key departmental tools for data quality purposes in reporting.
  • Support the development and User Acceptance Testing (UAT) for system enhancements of key departmental system tools (Salesforce and Microsoft D365 F&O) new and/or upgrades. Collaborate with procurement users to coordinate all UAT review findings and troubleshoot issues for resolution.
  • Identify system inefficiencies/gaps recommend and implement opportunities for improvement and automation with key departmental system tools.
  • Identifies and researches new procurement-related tools and technologies and bring forward recommendations for implementation if applicable.

Training & Deployment

  • Develop maintain and deliver all procurement-related training and materials in relation to key departmental tools (Salesforce and Microsoft D365 F&O) and ensure appropriate processes are in place for new team members (for both Enterprise Procurement resources and Business Unit requesters to access applicable trainings.

Policy Management & Oversight

  • Ensure that all processes are aligned and support procurement policy
  • Conduct inter-departmental procurement process audits and work with Director of CIQA on findings recommendations and remediations.

Compliance / Risk / Audit

  • Support quarterly reporting on enterprise Risk Profile and Appetite; collaborate with Director CIQA for validation and participate in reviews with OLG Risk & Performance business partner.
  • Stay abreast of the evolving regulatory directives and legislation through appropriate channels and networking and implement changes to procurement processes procedures and tools considering downstream and inter-related impacts.
  • Support periodic procurement audit initiatives (internal and external) to ensure compliance with existing procurement policies in concert with OLG Corporate Compliance Audit and Legal stakeholders

Stakeholder Integration / Communication

  • Support the development and ongoing framework for Contract & Supplier Performance Management (i.e. Supplier Scorecard).
  • Support the efficient and effective communication to the procurement team of all relevant changes to procurement tasks (process policy template etc.).
  • Maintain an updated and accessible repository of applicable training materials for all Enterprise Procurement team members to advance the performance and capability development of the department.

WHAT YOU BRING TO THE GAME

Education & Experience:

  • University/College degree (Supply Chain Management Business Administration Business Process Management Business Analytics Computer Science Software Engineering Information Systems preferred).
  • Three (3) to five (5) years in continuous improvement quality assurance or business process improvement roles.
  • Experience with Salesforce or comparable Customer Relationship Management (CRM) or Contract Lifecycle Management (CLM) platforms is required which involves the configuration design and implementation of processes using built-in no-code configuration tools.
  • Experience with Microsoft Power Platform (Power BI Power Apps Power Automate Power Pages and Copilot Studio) an asset.
  • Experience in public sector procurement either Ontario Public Sector or Broader Public Sector an asset.

Relevant Skills:

  • Deep expertise with Salesforce and Microsoft Dynamics D365 F&O required in developing and automating workflow processes; applying business rules and approval frameworks; administering user permissions; designing and generating reports and dashboards; and enabling integration with complementary platforms (e.g. Power BI Power Automate etc).
  • Experience gathering and documenting business requirements performing data analysis and translating business requirements into functional system requirements
  • Effective planning and organizational skills with the ability to quickly adapt to change
  • Excellent analytical problem-solving and facilitation skills
  • Strong communication skills and organizational skills
  • Demonstrated ability to analyze complex issues identify root causes and implement effective solution with a holistic system-wide perspective on impacts.
