JOB SUMMARY:

The Clinical Manager will manage a team responsible for delivering professional services and interventions that align with the Boards mental health strategy and strategic priorities while ensuring compliance with policies and procedures. The Clinical Manager will ensure that services offered by the department are evidence-based culturally responsive and adhere to best practices. Specifically the Clinical Manager is responsible for providing clinical supervision in areas such as but not limited to mental health and attendance to ensure appropriate and consistent pedagogy compliance with reporting and record keeping requirements and supporting interventions for students.

The Clinical Manager will also actively participate on the leadership team of Student Wellness and Special Education Department by leading and overseeing department initiatives. The Clinical Manager will be responsible for recruitment and some full-cycle supervision of positions belonging to the Professional Student Services Personnel (PSSP) bargaining unit that provides clinical intervention and therapeutic services.

QUALIFICATIONS:

Education & Experience:

Completion of a graduate degree such as a minimum of a Master of Social Work Psychiatry Psychotherapy or Psychology who is a member in good standing with the applicable regulated college such as Ontario College of Social Workers or Social Service Workers College of Psychologists of Ontario or College of Regulated Psychotherapists of Ontario.

A minimum of five years experience in clinical practice with practical experience working with students within a school system preferred.

Experience providing clinical supervision is required.

Relevant experience in a large unionized public sector environment with experience in the education sector preferred.

BRIEF LIST OF DUTIES:

Provide clinical supervision guidance and support for professional student services personnel and manage and supervise support staff assigned to effectively address well-being student achievement and attendance issues.

Ensure the consistency of service delivery for mental health and professional service initiatives across the district by planning organizing directing controlling and performing evaluation; provide leadership with research data collection and analysis to inform best practices.

Perform management tasks related to training and development team building goal setting and performance management activities for staff to facilitate recruitment and succession planning efforts and professional development that is specific to need and consistent with regulated college board and School Mental Health Ontario (SMHO) objectives.

Provide strategic guidance for school staff and administrators in crisis situations including tragedy response. Monitors responses and protocols with respect to suicide prevention/intervention.

Ensure compliance with college Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and Personal Health Information Protection Act 2004 (PHIPA) record tracking and retention standards; includes implementation supervision and training related to new clinical records platform.

Lead department initiatives ensuring compliance with legislation policy procedure Ministry Policy and Program Memoranda (PPM) and guidelines such as such ARTO-ASSESSMENT OF RISK TO OTHERS (ARTO) (formerly) Violent Threat Risk Assessment (VTRA) PPM 81 A model for Provision of School Health Support Services safe schools and bullying prevention and intervention and Suicide Intervention and Prevention (SPIRR).

Other Responsibilities

  • Represent Upper Canada District School Board on provincial professional associations.
  • Attend leadership meetings and conferences.
  • Maintain current knowledge of industry trends and act as a subject matter expert.
  • Evaluate process and gap analysis review on existing processes procedures and tools to ensure effective use of resources.
  • Develop and expand successful collaborations and partnerships with internal and external stakeholders.
  • Support the creation of memoranda of understanding with community partners.
  • Provide clinical and administrative supervision guidance and support for Student Wellness and Special Education including work taking place outside of the traditional school year i.e. summer break. Positions include Autism/ABA Consults Psychological Associates Psychometrists Speech Language Pathologists Board Certified Behaviour Analysts Special Services Counsellors and Behaviorists; management/supervision for Speech and Language Assistants.
  • Other duties as assigned.

Regular travel to various worksites possibly throughout the workday is a requirement of this position.
