The Honolulu Board of Water Supply (BWS) is seeking to fill a vacantInformation Technology (IT) Specialist II(Cybersecurity)position in Honolulu. This position independently executes the day-to-day administration of cybersecurity tools applications and services and provides tier 2 cybersecurity monitoring analysis and response remediating all cybersecurity incidents. This position is also involved in ensuring cybersecurity of the Operational Technology (OT) environment Artificial Intelligence (AI) deployments and other BWS projects and initiatives.

What You Will Do
  • Monitor evaluate and analyze cybersecurity events generated daily by cybersecurity tools applications systems and services.
  • Analyze relevant logs and events generated by IT SCADA and OT systems to identify potential cybersecurity incidents.
  • Conduct correlation of events and logs from multiple sources and security platforms to identify potential cybersecurity incidents.
  • Develop queries and scripts to support investigations and efficiently correlate data across multiple sources.
  • Investigate and analyze cybersecurity events and document incidents pursuant to Board policies and procedures.
  • Perform other related duties as assigned.

Minimum Qualification Requirements

At time of application you must be a citizen national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with major work in computer science public or business administration accounting mathematics or a related field.

Substitution:Work experience may be substituted for the Bachelors degree on a year-for-year basis. Such experience must have provided the knowledge skills and analytical ability normally gained from attainment of a Bachelors degree.

For example:
1. Four (4) years of professional work experience in any occupation may substitute for a general bachelors degree.
2. Four (4) years of general work experience (does not need to be professional level experience) in computer science information technology management information systems (MIS) or similar area may substitute for a general bachelors degree.

The education requirement must be met at the time of application.Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United order to receive credit for the education proper documentation e.g. a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:
Two (2) years of experience in the analysis of operating practices methods and procedures one of which shall have involved the conduct of feasibility studies and the analysis and design of information technology systems for the processing of dataAND six months of the two years of experience described above must have been in the specialty area of cybersecurity.

Applicable Skills Needed

Knowledge of:

  • the principles and practices of public administration organization and management
  • data processing systems analysis design and development
  • the operation characteristics and capabilities of various types of information technology equipment
  • research and statistical methods and techniques

Ability to:

  • gather analyze correlate and evaluate facts and make sound judgments
  • determine feasibility of converting various manual work processes to automated technologies
  • plan efficient organizational structure work flow procedures and processes and integrate these into the overall information technology system
  • prepare clear and concise reports and guidelines
  • work cooperatively with others

Substitution:
  1. A Bachelors degree in Computer Science or MIS from an accredited four-year college or university may be substituted for six months of experience in the analysis of operating practices methods and procedures.
  2. A Masters degree in Computer Science or MIS from an accredited four-year college or university may be substituted for one year of experience in the analysis of operating practices methods and procedures.

There isNOsubstitution for the one year of experience which shall have involved the conduct of feasibility studies and the analysis and design of IT systems for the processing of data or for the six months of experience in cybersecurity.
