Job Summary

Job Title: Business Analyst (Expert)

Location: Albany NY- 12232 (Hybrid up to 50% remote)

Employment Type: Contract

Duration: Up to 30 months

JOB RESPONSIBILITIES:

Develop and document business strategies models and cases.
Elicit analyze and document functional and non-functional requirements.
Produce project artifacts (business requirements scope matrix use cases sequence diagrams future-state proposals UAT plans).
Perform complex business and systems process analysis and redesign.
Assess process inefficiencies and recommend improvements.
Support system conversions upgrades enhancements and modernization.
Collaborate with ITS technical teams on solution design and implementation.
Guide QA/QC teams and assist with test plan development and execution.
Manage stakeholder communications expectations and project updates.
Serve as liaison between Business Vendors and ITS.
Mentor team members and support knowledge transfer.
Identify opportunities to improve adoption and customer satisfaction.

Mandatory Qualifications (Expert Level):

84 months Business Analyst experience with NYS or municipal agencies producing specifications aligned with PM standards and SSDLC.
24 months NYSDOT experience OR experience with transportation systems.
36 months data migration and legacy system modernization experience.
36 months GIS experience (requirements gathering reporting mapping).
36 months Enterprise Asset Management (EAM) experience.
60 months experience writing technical documentation and user guides.
60 months written and verbal communication experience with diverse technical and executive audiences.
36 months experience creating and maintaining data dictionaries.
36 months experience integrating APIs and designing system architectures.
Bachelors Degree required
