Job Summary

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water managing wastewater and stormwater and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEPs water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply Water Quality is seeking to hire a City Research Scientist I within the Data Analysis and Reporting group within the Water Quality Science and Planning section located in Kingston New York.

The group oversees and coordinates content for large compliance reports including: The watershed water quality report the watershed summary and assessment report the FAD annual report the consumer confidence report the monthly water quality report and others.

Under direct supervision of the Section Chief of Data Analysis and Reporting with latitude for the exercise of independent initiative and judgement serves as City Research Scientist I in the Data Analysis and Reporting group and assists with the professional technical and administrative work of the Data Analysis and Reporting Group.
Specific duties include:

- Assisting the directorate bureau and agency in investigating and reporting on current and emerging issues in the areas of regulatory compliance source water protection treatment water quality and water quality operations through data analysis.

- Actively participating in data driven research within and across the Bureau of Water supply.

- Providing scientific and technical review of reports pilot projects articles sampling plans and data management plans.

- Assisting with data processing cleaning and formatting large datasets to prepare for analyses.

- Using standardized software to perform analyses and data visualizations and compile complex written reports as directed.

- Contributing to content for large compliance reports including: the watershed water quality report the watershed summary and assessment report the FAD annual report the consumer confidence report and others.

- Maintaining working knowledge of monitoring plans and analytical methods used by DWQ and WWQ and make recommendations for new methods and sampling plans.

- Keeping data management plans up to date and available to all staff on an on-going basis.

- Participating in directorate projects such as investigations to monitor and to guide operational decision making as directed.

- Attending conferences and trade shows to stay abreast of emerging technologies and regulations.

- Reviewing water quality standards and recommends approaches to meeting water quality standards.

- Reviewing technological and structural alternatives to solving water quality problems and makes recommendations to management.

- Providing administrative assistance of scientific and financial management of contracts used for additional studies and/or lab analyses such as contract lab work and/or other contracts related to water quality and treatment.

Special Working Conditions:

- Work is completed mostly in an office environment consisting of ergonomically correct furniture and computer equipment.

- Physical activities and environmental conditions experienced are field visits or laboratory visits

- Must comply with agency health and safety standards.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
