Position Overview

The Illinois Department of Insurance is seeking to hire an Assistant Deputy Director of the Producer Regulatory Section of the Enforcement/Investigations Division. This position performs highly responsible administrative work in directing the Producer Regulatory Section. This position serves as a full line supervisor responsible for directing coordinating and reviewing the activities of the Examination and Analysis supervisors and staff engaged in handling complaints involving insurance producers brokers public adjusters viaticals business entities premium finance companies etc. doing business in the State of Illinois. This position ensures the Departments purpose to protect our consumers and investigate/examine the perpetrator for violations of the insurance code and/or 50 Illinois Admin. Code and take appropriate action against their licenses. This Division is statutorily required to run case investigation reports monthly and annually. We invite all qualified candidates to apply.

Essential Functions

Serves as Assistant Deputy Director of the Producer Regulatory Section.
Plans develops and implements methods systems investigations techniques and examination procedures to monitor and regulate the activities performed in the investigation and examination of producers employee leasing companies producers public adjuster premium finance companies and third-party prescription administrators.
Directs the preparation for and conducts conferences with licensees company representatives attorneys and other pertinent parties to discuss status and findings of examinations.
Assists the Deputy Director of Enforcement/Investigations or Chief Deputy Director in performing advisory work with legislative and executive branches of State government various public and private agencies and representatives of insurance regulatory departments in other states.
Serves as full line supervisor.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge skill and mental development equivalent to completion of four (4) years of college preferably with courses in insurance accounting business administration and/or statistics.
Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in regulation of the insurance industry including agents and producers.

Preferred Qualifications

Prefers three (3) or more years of implementing policy and procedures in regulation and compliance of licensed individuals or agencies.
Prefers three (3) or more years of experience in reading understanding interpreting applying and explaining statutes rules policies procedures and guidelines within the insurance industry.
Prefers three (3) or more years of experience in conducting investigations and examinations of possible violations of the Illinois Insurance Code.
Prefers three (3) or more years of experience in a professional supervisory capacity managing teams or program units.
Prefers three (3) or more years of experience in staff development training and performance management.
Prefers experience with cost estimation and budget development related to personnel space equipment supplies and services.
Prefers experience working with electronic regulatory systems and state specific compliance tracking tools.

Conditions of Employment

Requires the ability to pass a background check.
Requires ability to travel in the performance of duties with overnight stays as appropriate. Requires appropriate valid drivers license.
Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

The Department of Insurance (DOI) regulates the insurance market in the State of Illinois including but not limited to licensing and educating insurance agents investigating Workers Compensation fraud and examining the operations and finances of insurance companies domiciled in the state.
