The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Supplemental Long-Term Care Insurance (SLTCi) Partnership Coordinator Health Insurance Advisor 1 position. This role is within the Consumer Protection Division and is based out of our Tumwater Office.

About the Position

The Washington State Office of the Insurance Commissioner (OIC) protects consumers the public interest and Washingtons economy through fair and efficient regulation of the insurance industry. A core part of that mission is making sure people can understand their insurance options and confidently navigate complex systemsespecially when planning for long-term care.


Within OIC the Statewide Health Insurance Benefits Advisors (SHIBA) Program provides free unbiased education and assistance to consumers across the state. The SLTCi Partnership Coordinator plays a key role in this work by helping Washingtonians understand supplemental and traditional long-term care insurance how these products interact with the WA Cares Fund and what options and rights are available to them.

In this role youll educate and advocate for consumers through public presentations community outreach and one-on-one guidance; develop training and educational materials that equip SHIBA volunteers and partner organizations to deliver high-quality assistance; collaborate with state agencies and community-based organizations; and help elevate consumer experiences to inform policy improvements. Youll also support media outreach and work alongside colleagues across government to resolve complex consumer cases.

Duties

The duties of the position include but are not limited to:

  • Educate consumers about supplemental long-term care insurance traditional long-term care insurance and how these options interact with the WA Cares Fund through in-person and virtual presentations outreach events and consumer education materials
  • Assist consumers in making informed decisions by discussing values financial considerations care preferences and quality concerns and by using worksheets and decision-support tools
  • Help consumers understand their rights and options related to the WA Cares Fund including participation requirements exemptions and financial responsibilities
  • Advocate for consumers by gathering and sharing their experiences with policymakers and administrators to support improvements to programs and insurance products
  • Develop and deliver educational curricula and skills-based training materials for SHIBA volunteers Regional Training Consultants Information & Assistance staff and community partners
  • Maintain collaborative working relationships with state agencies including DSHS and ESD to ensure educational content remains accurate and up to date
  • Support media outreach efforts by working with the OIC public affairs team to develop materials such as infographics social media content and paid media campaigns
  • Participate in approved media interviews or public testimony related to long-term care insurance and the WA Cares Fund
  • Build and manage partnerships with community-based organizations including Area Agencies on Aging and Aging & Disability Resource Centers
  • Collaborate with other state agencies and consumer service organizations to resolve difficult and complex consumer cases
  • Participate in cross-agency efforts to address constituent referrals and consumer advocacy issues
  • Conduct community needs assessments and contribute to strategic planning efforts to expand local capacity for long-term care education and assistance
  • Support recruitment and development of SHIBA volunteers including subject-matter experts in long-term care insurance and public programs

Qualifications

Required Qualifications:

  • Six (6) years of professional full-time experience* with curriculum development adult training community development and volunteer management.
  • Demonstrated experience working independently prioritizing work and meeting multiple conflicting deadlines including by seeking guidance from leadership
  • Demonstrated experience building collaborative relationships with professional colleagues.
  • Demonstrated knowledge of project management contract management and/or instructional design.
  • Basic level skills in Microsoft Outlook Word PowerPoint and Excel
  • Experience effectively facilitating meetings or designing training for at least one virtual platform (e.g. Zoom Teams Skype).

Proof of degree may be required prior to employment. If a degree was awarded outside of the United States candidates must provide a credential evaluation report.

  • Demonstrated experience managing projects contracts and/or instructional design.
  • Advanced-level skills utilizing Microsoft Word PowerPoint and Excel.
