E-logic is seeking a highly skilled IT Healthcare Support Specialist to provide technical expertise maintenance and system enhancements for the Extract Lab Management System (ELMS). This role supports the United States Army Centralized Allergen Extract Laboratory (USACAEL) in its mission to manage immunotherapy treatment sets for over 450 Department of Defense (DoD) and Veterans Administration (VA) healthcare sites worldwide. The successful candidate will be responsible for the full lifecycle of the ELMS web application from requirements analysis and design to cybersecurity compliance and major technology upgrades.
Key Responsibilities
- Perform continued maintenance modifications and feature enhancements for the ELMS web-enabled application.
- Develop and implement a phased plan to upgrade the ELMS application from version 4.8 to .NET Core version 8.
- Manage the Authority to Operate (ATO) process using eMASS coordinate Independent Verification and Validation (IV&V) and ensure compliance with over 700 Security Technical Implementation Guides (STIGs).
- Generate complex workload reports (CPT and E&M) custom data queries for scientific projects and maintain SQL Server backend databases.
- Lead requirements analysis quality assurance and technical documentation for all requested USACAEL project requirements.
- Provide onsite and online training for system administrators and users and maintain up-to-date user manuals and training guides.
- Work closely with the Defense Health Agency (DHA) Datacenter Operations (DCOPS) for hosting server patching and system availability.
Technical Qualifications
- Extensive knowledge and proven experience technology and web-based application development.
- Strong proficiency in SQL database management complex query writing and working with databases in 5th normal form.
- Demonstrated experience with the Risk Management Framework (RMF) Privacy Impact Assessment (PIA) and the ATO approval process.
- Familiarity with the FAM A and FAM D models is highly desired.
- Previous experience with Allergy-Immunology field applications or related clinical systems is a significant plus.
