Description of Work

The N.C. Department of Transportation (NCDOT) Division of Aviation a recognized leader in air mobility innovation promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the states aviation authority the division manages state and federal airport infrastructure development grant projects in collaboration with local government owners of the states 72 public airports the integration of advanced air mobility and unmanned aircraft systems for business and government use airport professional development aviation workforce development and flight services for state agencies.

This position will report to the Eastern Lead Project Manager. This position is responsible for the administration and supervision of the State and Federal funding sources. This position works with public airports and provides support with planning design construction and maintenance of asphalt pavement lighting systems and facilities. This position holds annual meetings with airports and stakeholders to review programs and project status attends final inspections and is the primary point of contact for a region of airports. Review and comment on project plan sets specifications and scope of professional services. This position will require the ability to communicate effectively including public speaking technical writing and conflict resolution.
This position requires a broad working knowledge of planning project management and engineering principles used in the engineering specialty area and the ability to use it in practice. Areas of interest include aviation earthmoving drainage paving electrical systems navigational aids environmental and record keeping for projects.

In this Position you will:

Lead critical infrastructure development by managing state and federal grant-funded projects for North Carolinas 62 public-use general aviation airportsoverseeing funding eligibility invoicing contract changes and project closeouts.
Provide engineering and technical guidance on airport planning design and constructionincluding pavement lighting systems and facilitiesto ensure long-term safety and compliance.
Act as a regional point of contact for public airports facilitating annual meetings participating in inspections and coordinating with stakeholders throughout the project lifecycle.
Resolve complex engineering and compliance issues by investigating technical challenges convening stakeholders to reach resolution and documenting outcomes for a clear public record.
Review and provide feedback on project documents including plan sets specs scopes of service and construction phasing to ensure accuracy feasibility and compliance.
Foster strong stakeholder relationships by engaging with public and private partners attending professional events and ensuring open channels of communication.

The position supports Division outreach initiatives as assigned. That may include presenting to stakeholder groups on Division activities and impact and providing data and information used to create presentations and reports.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC18 $61545.00 - $107703.00

Management prefers applicants with the following:

  • Knowledge of principles and practices of civil engineering as they apply to aviation and/or transportation design practices plan and specification review and technical solutions for construction challenges.
  • Experience planning developing scheduling tracking and completing projects independently or with limited supervision.
  • Experience coordinating leadingand tracking follow up requirements of meetings with multiple stakeholders as well as building relationships and resolving conflicts.
  • Experience working in a team environment to complete assignments.
  • Experience with budget management tracking schedules creating spend plans and phasing construction stages based on these constraints.

Minimum Education and Experience

Bachelors degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
