Job Summary

The Position

Class Code 29207: Contract Services Specialist Level I/II

Transfer job postings are for County of Sacramento employees only.
In order to be qualified for a transfer:

1. You must meet the Minimum Qualifications of the new job.
2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.

There are three different transfer types that you may qualify for: interdepartmental transfer interclass transfer and voluntary demotion. These different transfer types are defined as:

  • Interdepartmental transfer - a transfer in the same class from one County department to another.
  • Interclass transfer - a transfer from one job class to a different job addition the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.
  • Voluntary demotion - a transfer into a job class that pays less than 95% of your current class salary.
If you are requesting an interclass transfer or voluntary demotion either action is a change in class. Whether the change is a transfer or a demotion depends upon the difference between the maximum salary rates of the requested and incumbent classes. Personnel Ordinance Section 2.78.294 or the applicable labor agreement sets the criteria for determining the maximum difference allowed. Personnel Ordinance Section 2.78.228 defines demotion.

Level I - $4205.58 - $5112.08/month
Level II - $4623.17 - $5621.94/month


Contract Services Specialistswork in a centralized procurement function within a department or division and perform paraprofessional tasks involved with procurement of a wide variety of commodities and services on behalf of others. Incumbents in this class spend 75% of the time making purchases using decentralized procurement methods.

  • Communicate clearly and concisely both orally and in writing with vendors and other personnel
  • Use a variety of common and specialized directories catalogues and manuals to locate and order services supplies parts and equipment
  • Serve as liaison between department personnel and vendors
  • Properly interpret explain and make decisions involving policies procedures and regulations
  • Analyze data and drawing sound conclusions
  • Exercise discretion and initiative in compiling and selecting appropriate data to make independent decisions
  • Deal with professional salespeople vendors County employees and other personnel tactfully but authoritatively
  • Prepare comprehensive clear and concise reports
  • Provide work direction to technical and clerical staff performing purchasing duties
  • Assist in training and evaluating technical and clerical staff performing purchasing duties

Employment Qualifications

Minimum Qualifications

Either: 1. An AA/AS Degree or higher (or equivalent units) in Business Administration Purchasing Materials Management Marketing Economics or another field that is closely related to the intent and duties of this class.

Or: 2. One year of full-time paid experience performing duties involving one or more tasks in the procurement cycle process which would include the acquisition of materials by requisition through a central procurement organization goods receipts or working in direct support of professional contracting officers or direct sales.

Note: The word experience referenced in the minimum qualifications means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications

Drivers License:
A valid California Drivers License Class C or higher is required prior to appointment to this class. Failure to maintain the appropriate California Drivers License may constitute cause for termination from the class in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.

Criminal History and Background Check:
There is a need for a criminal history and background check for positions in this class.

The County may access criminal history information on all candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602 Personnel Policies and Procedure B-5 and applicable federal and state law. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidates ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

The County may also conduct a background check on candidates prior to appointment to some positions within this class. The background check may include personal and professional reference checks credit history check Social Security Number verification professional license/registration verification military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection process.

In obtaining such information the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.

Physical Requirements:
Incumbents need to possess sufficient eye-hand coordination to operate a computer keyboard fax machine copier and other office related equipment.
Frequently sit for prolonged periods of time.
Input data into computer or calculator for prolonged periods of time.
Hear and speak to vendors purchasing staff and other personnel on the telephone and in person.
