BOLI has an opening for one Deputy Legal Director (Legal Dispute & Resolution Admin 1) position in the Legal Policy Division. This position will be based in our Portland Salem or Eugen offices. The successful candidate may also be eligible to work a hybrid schedule.

This is a limited duration full-time Executive/Supervisory position. This recruitment may be used to fill additional vacancies as they occur. This limited duration position is scheduled to end on June 30 2027 but may extend depending on future budget availability.

What You Will Be Doing

Lead operations of the Administrative Law Forum ensuring appropriate time to resolution deadlines monitors unit performance review and edit proposed orders and interim decisions and support the professional development of Forum employees.

Support the agency through technical advisement policy development rule drafting and development and training tools on matters not pending before the Administrative Law Forum. Draft memos policy guides enforcement guides field manuals and business processes and maintain and updates existing documents and communications for legal and technical compliance.

Implement directives of the Commissioner and their reports relating to the adjudication and evaluation of a broad array of numerous employment and other laws enforced by the agency including wage and hour civil rights housing apprenticeship and public accommodations laws.

Support and supervise resolution of all administrative cases brought to the Forum many of which are high profile and involve hundreds of thousands of dollars in civil penalties and damages.

Monitor BOLI cases pending on judicial review and recent case law developments and provide reports and legal updates to Forum staff.

Convene unit and agency-wide staff for meetings leading with group

agendas goal setting direction and deliverables in a clear and concise manner.

Serve as a liaison to internal and external partners including counsel at the Department of Justice and other counsel for the agency.

Responsible for meeting key performance measures and working to

develop additional measures of unit and individual staff performance.

Working Conditions:

The work location for this position is hybrid-optional with a principal office in either Portland Salem or Eugene with significant use of a computer and video conferencing. The work location may be changed at any time at the discretion of the hiring manager.

Standard indoor work environment; regular computer use.

Highly visible office environment. At times a work environment with multiple demands requiring the ability to work on multiple tasks.

Constant telephone video and in-person requests for information and assistance.

Requires discretion and judgment related to personnel matters. Confidentiality of information must be maintained at all times.

Daily contact with attorneys employees employers witnesses and others who may be hostile or otherwise emotionally volatile. Must be able to maintain objectivity negotiate and resolve adversarial and emotional disputes with tact and diplomacy.

This position requires long hours occasional evening or weekend work and occasional travel.

This Is What You Need to Qualify: (MQs)

  • A Juris Doctorate degree and admission to and good standing with the Bar of any state AND five years of lead work supervision or progressively related experience managing contested case hearings or trial lawyers AND three years of experience conducting contested case hearings or as a trial lawyer; OR
  • An equivalent combination of education and experience related to the class concept.

The ideal candidate will possess the following desired skills and attributes: (EAs)

  • Experienced in litigation either as counsel for parties in an adversary setting or as a judge with an advanced understanding of civil rules of procedure and the laws within BOLI s jurisdiction.
  • Demonstrated experience determining formulating and authorizing policies and providing the overall direction of an agency or large organization within the guidelines set. Planning and directing operational activities at the highest level of management with the help of subordinate executives and managers.
  • Demonstrated experience establishing and managing standards and training programs for administrative law judges and paraprofessional staff or the equivalent.
  • Experience consulting with the Attorney General (or other equivalent general counsel) judges state agencies attorneys and other community partners.
  • Competency in developing and preparing long-term strategic objectives. Determining strategic plans that outline the mission vision and high-level goals for an agency organization or large division.
  • Experience in directing and executing an processing and resolution of contested case hearings or equivalent relevant experience as litigator.
